4. With a view to hearing the person concerned, the procedure and conditions contained in instruments of international and European Union law that provide for the possibility of using telephone- and videoconferences for hearing persons may be used mutatis mutandis, in particular where the legislation of the issuing State provides that a judicial hearing must be held before a decision referred to in Article 18(1) is taken.

2. Les décisions modifiant les décisions visées au paragraphe 1, sont arrêtées par la Commission lorsqu'elles ne comprennent pas de modifications substantielles quant à la nature des programmes visés audit paragraphe et, en ce qui concerne l'élément financier, lorsqu'elles ne dépassent pas 20 % du montant total prévu pour le programme concerné, dans la limite de 4 millions d'euros.
2. Decisions amending Decisions referred to in Article 10(1) shall be adopted by the Commission where they do not comprise substantial changes to the nature of the programmes referred to in the said paragraph and, as regards the financial element, where they do not exceed 20 % of the total amount allocated for the programme in question, subject to a limit of EUR 4 million.
