La décision no 1639/2006/CE et le règlement (CE) no 680/2007 devraient être modifiés en ce sens afin de mettre en œuvre la phase pilote de l’initiative Europe 2020 relative aux emprunts obligataires pour le financement de projets.
In order to implement the pilot phase of the Europe 2020 Project Bond Initiative, Decision No 1639/2006/EC and Regulation (EC) No 680/2007 should be amended accordingly.

La décision no 1639/2006/CE du Parlement européen et du Conseil établit un programme-cadre pour l’innovation et la compétitivité (PIC) comprenant différents types de mesures de mise en œuvre réalisées au travers de programmes spécifiques, au titre desquels le «Programme d’appui stratégique en matière de technologies de l’information et de la communication (TIC)» contribue au renforcement du marché intérieur en ce qui concerne les produits et services liés aux TIC et les produits et services basés sur les TIC et vise à stimuler l’innovation par une adhésion plus large et des investissements plus conséquents dans ce domaine.
Decision No 1639/2006/EC of the European Parliament and of the Council establishes the Competitiveness and Innovation Framework Programme (CIP) with different types of implementing measures pursued by specific programmes, of which ‘the Information and Communications Technologies (ICT) Policy Support Programme’ provides support for the strengthening of the internal market for ICT products and services and ICT-based products and services, and aims at stimulating innovation through the wider adoption of, and investment in, ICT.

4. Les recettes et les remboursements générés par le mécanisme de financement du partage des risques établi en vertu de la décision n° 1982/2006/CE du Parlement européen et du Conseil du 18 décembre 2006 relative au septième programme-cadre de la Communauté européenne pour des actions de recherche, de développement technologique et de démonstration (2007-2013) et par le volet couvrant les investissements initiaux du mécanisme en faveur des PME innovantes et à forte croissance (MIC 1) établi en vertu de la décision n° 1639/2006/CE du Parlement européen et du Conseil du 24 octobre 2006 établissant un programme-cadre pour l'innovation et la compétitivité (2007-2013) sont affectés aux instruments financiers qui leur feront suite dans le cadre du règlement (UE) n° XX/XX [Horizon 2020].
4. Revenues and repayments generated by the Risk-Sharing Finance facility set up under Decision No 1982/2006/EC of the European Parliament and of the Council of 18 December 2006 concerning the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) and the early stage part of the High-Growth and Innovative SME Facility (GIF1) set up under the Decision No 1639/2006/EC of the European Parliament and of the Council of 24 October 2006 establishing a Competitiveness and Innovation Framework Programme (2007 to 2013), shall be assigned to the succeeding financial instruments under Regulation (EU) No XX/XX [Horizon 2020].

(8) Il convient de suivre une approche intégrée en regroupant les activités couvertes par le septième programme-cadre pour des actions de recherche, de développement technologique et de démonstration (2007-2013) adopté par la décision n° 1982/2006/CE, le programme-cadre pour l'innovation et la compétitivité établi par la décision n° 1639/2006/CE du Parlement européen et du Conseil , et l'Institut européen d'innovation et de technologie (EIT) créé par le règlement (CE) n° 294/2008 du Parlement européen et du Conseil , afin de faciliter la participation, de créer un ensemble d'instruments plus cohérent et d'accroître les retombées scientifiques et économiques, tout en évitant les doubles emplois et la dispersion des efforts.
(8) An integrated approach should be ensured by bringing together activities covered by the Seventh Framework Programme for research, technological development and demonstration activities (2007-2013) adopted by Decision No 1982/2006/EC, the Competitiveness and Innovation Framework Programme established by Decision No 1639/2006/EC of the European Parliament and of the Council and the European Institute of Innovation and Technology (the EIT) established by Regulation (EC) No 294/2008 of the European Parliament and of the Council to make participation easier, create a more coherent set of instruments and increase the scientific and economic impact, while avoiding duplication and fragmentation.

La décision no 1639/2006/CE du Parlement européen et du Conseil du 24 octobre 2006 établissant un programme-cadre pour l'innovation et la compétitivité (2007-2013) , la décision no 1926/2006/CE du Parlement européen et du Conseil du 18 décembre 2006 établissant un programme d'action communautaire dans le domaine de la politique des consommateurs (2007-2013) et le règlement (CE) no 614/2007 du Parlement européen et du Conseil du 23 mai 2007 concernant l'instrument financier pour l'environnement (LIFE+) prévoient déjà la possibilité d'un soutien financier aux organisations européennes représentant les PME, les consommateurs et les intérêts environnementaux dans le domaine de la normalisation, tandis que des subventions spécifiques sont versées aux organisations européennes représentant des intérêts sociaux dans ce même domaine.
