L'Autorité européenne du travail sera établie en tant que nouvelle agence décentralisée de l'UE et devrait être opérationnelle en 2019, à la suite de la finalisation du processus législatif européen.
The European Labour Authority will be established as a new decentralised EU agency and, following the completion of the EU legislative process, should be up and running in 2019.

Underlines the importance of decentralised agencies (European Food Safety Authority, European Medicines Agency, European Environmental Agency, European Centre for Disease Prevention and Control, European Chemicals Agency), which are vital for the implementation of Union policies and programmes; emphasizes the need to assess all agencies on a case-by-case basis in terms of budget and human resources and to provide them, in the 2015 budget and in the following years, with the appropriate financial means and staff to enable them to fulfil properly the tasks assigned to them by the legislative authority;

15. rappelle, conformément à l'approche commune sur les agences décentralisées de l'Union européenne adoptée par le Conseil, le Parlement et la Commission, que "dans tous les cas, l'accord concernant le siège de l'agence devrait être conclu avant le début de la phase opérationnelle"; note, à cet égard, que l'Autorité européenne des assurances et des pensions professionnelles, a signé un accord concernant son siège avec le gouvernement allemand en 2011; invite l'État membre d'accueil à conclure un accord avec l'Agence dans les meilleurs délais, dans le but de clarifier les relations entre les autorités judiciaires nationales et de lever toute entrave à la réalisation du mandat de l'Agence; invite la Commission à profiter des mesures prévues cette année pour modifier l'acte de base de l'Agence afin de lui permettre de trouver un accord concernant son siège et, ainsi, de mener à bien ses activités de manière satisfaisante; demande, à cet égard, à être tenu informé de la décision finale concernant le siège de l'Agence;

Recalls that according to the Common Approach on EU decentralised agencies agreed between the Council, Parliament and the Commission, “all agencies should have headquarters agreements, which should be concluded before the agency starts its operational phase”; notes in this regard that the European Insurance and Occupational Pensions Authority signed a headquarter agreement with the German Government in 2011; urges the host Member State to conclude an agreement with the Agency as quickly as possible with a view to clarifying relations between national judicial authorities and enabling the Agency to perform its legal task without hindrance; calls on the Commission to take the opportunity available this year to amend the act establishing the Agency with a view to securing a headquarters agreement, allowing the Agency to operate unimpeded; calls, therefore, to be notified of the final decision on the Agency’s headquarters;

In April 2008, the Croatian authorities notified the European Commission of their national accreditation of the operating structures in charge of the management and implementation of the IPA components I to IV. This resulted in six Decisions on conferral of management powers to Croatia for the decentralised management of IPA components I to IV. Croatia envisages moving to full decentralisation in 2010, i.e. without ex ante controls.

13. reconnaît qu'à la suite du rapport spécial de la Cour des comptes n° 15/2012, l'Autorité a réexaminé, avec l'Autorité bancaire européenne et l'Autorité européenne des assurances et des pensions professionnelles, son code de déontologie, sur la base des lignes directrices de la Commission sur la prévention et la gestion des conflits d'intérêts dans les agences décentralisées de l'Union; se félicite de l'évaluation de ce code de déontologie en 2013 par le service d'audit interne (SAI) de la Commission, qui a estimé qu'il relevait des bonnes pratiques;
13. Acknowledges that following the Court of Auditors' Special Report No 15/2012, the Authority revised its ethics guidelines, jointly with the European Banking Authority and the European Insurance and Occupational Pensions Authority, on the basis of the Commission's Guidelines on the Prevention and Management of Conflicts of Interests in EU Decentralised Agencies; welcomes the fact that those guidelines were assessed by the Commission's Internal Audit Service (IAS) in 2013 and were considered as best practices;
