Notre débat d’amendements sera entre l’extrémisme des condamnations et la modération de la main tendue qui, sachant bien qu’il y a d’énormes critiques à faire, préférerait les taire le temps que cette main tendue puisse contribuer à un processus de réforme dont nous avons tous besoin.
Our amendments debate will be between the extremism of the condemnations and the moderation of the hand of friendship which, while indeed recognising that there are strong criticisms to be made, would prefer to keep quiet about them as long as this hand of friendship can contribute to a process of reform that we all need.

2. not more than four hours following the adoption of the second reading motion, any proceedings before the Committee to which the bill stands referred shall be interrupted, if required for the purpose of this Order, and in turn every question necessary for the disposal of the committee stage of the bill shall be put forthwith and successively without further debate or amendment; a representative of the Committee may report the bill to the House by depositing the said report with the Clerk of the House, whereupon it shall be deemed to have been duly presented to the House, provided that if the bill is not reported from the Committee by 11:00 p.m. on the day of the adoption of the second reading motion, the bill shall immediately be deemed to have been reported from the Committee without amendment; that for the sole purposes of this Order, the deadline for notice of report stage motions shall be 3:00 a.m. the day following the adoption of the second reading motion;

Motions By unanimous consent, it was ordered, That, at the conclusion of today's debate on the amendment to Government Business No. 5, the Speaker shall put the question on the amendment and a recorded division shall be deemed requested and deferred until Tuesday, October 28, 1997, at the expiry of Government Orders; and That, on Tuesday, October 28, 1997, immediately following the recorded division on the amendment to Government Business No. 5, the Speaker shall put the question on the main motion without further debate or amendment.
