Définition: Trouble dans lequel l'enfant, dont le langage s'est auparavant développé normalement, perd ses acquisitions de langage, à la fois sur le versant expressif et réceptif, tout en gardant une intelligence normale. La survenue du trouble s'accompagne d'anomalies paroxystiques à l'EEG et, dans la plupart des cas, de crises d'épilepsie. Le trouble apparaît habituellement entre trois et sept ans, avec perte du langage en quelques jours ou quelques semaines. La succession dans le temps, entre le début des crises épileptiques et la perte du langage, est assez variable, l'une des deux manifestations précédant l'autre (ou inversement) de quelques mois à deux ans. Ce trouble pourrait être dû à un processus encéphalitique inflammatoire. Dans environ deux tiers des cas, les sujets gardent un déficit plus ou moins important du langage (de type réceptif).
Definition: A disorder in which the child, having previously made normal progress in language development, loses both receptive and expressive language skills but retains general intelligence; the onset of the disorder is accompanied by paroxysmal abnormalities on the EEG, and in the majority of cases also by epileptic seizures. Usually the onset is between the ages of three and seven years, with skills being lost over days or weeks. The temporal association between the onset of seizures and loss of language is variable, with one preceding the other (either way round) by a few months to two years. An inflammatory encephalitic process has been suggested as a possible cause of this disorder. About two-thirds of patients are left with a more or less severe receptive language deficit.

TRADUCTIONS EN CONTEXTE

Du point de vue de l’innovation, il ne s’agit pas, dans le cas de la DVB-T, d’une technologie nettement supérieure aux autres plates-formes. Comme indiqué précédemment, le soutien que l'État envisage d'accorder à la DVB-T pourrait même freiner les innovations issues d’autres plates-formes et technologies de transmission.
Accordingly, DVB-T does not represent a clearly superior technological solution in terms of innovation. Moreover, as outlined above, the envisaged public support for DVB-T may hamper innovation based on other transmission platforms and technologies.

The argument concerning the promotion of the introduction of DVB-T in rural and remote areas at a later stage has not been substantiated by the German authorities and there is no indication that the measure would have an effect on the promotion of DVB-T in less densely populated areas as the measure only targets the most populated areas of NRW.

Contrairement à l’argumentation de l’Allemagne, la Commission estime que T-Systems pourrait tirer un avantage indirect de la mesure, étant donné que les rétributions de transmission versées par les radiodiffuseurs à T-Systems profitent de la mesure.
