We recognize that the Kelowna Accord was not the total answer, but it represented a significant first step in implementing a comprehensive plan that was the result of 18 months of long, hard work, a process that engaged approximately 1,000 people, a plan that was a direct result of a challenge that was posed to Mr. Chartier and me and the three other national Aboriginal leaders by the Council of the Federation when we went to them for support.
