Expresses its concern at the fact that Eritrea, in spite of serious human rights violations, including arbitrary detentions and the torture of thousands of detainees, is not mentioned in the Council's Annual Report on human rights in 2005; regrets that, in spite of its resolution of 18 November 2004 on the human rights situation in Eritrea in which it condemned the human rights situation in Eritrea and called on the Council and the Commission to open the consultation procedure in accordance with Article 96 of the ACP-EU Partnership Agreement, little action has been taken by the Council and the Commission on this matter; calls on the Council and the Commission without delay to open the consultation procedure under Article 96 of the ACP-EU Agreement with regard to the human rights situation in Eritrea;
