TRADUCTIONS EN CONTEXTE

I. considérant que l'article 65 de la Constitution de l'Égypte garantit la liberté de pensée et d'opinion et que toute personne a le droit d'exprimer ses opinions à l'oral, à l'écrit, par des éléments visuels ou tout autre moyen d'expression et de publication; que dans leur déclaration liminaire, les représentants de la mission d'observation électorale de l'Union européenne en Égypte à l'occasion de l'élection présidentielle de mai 2014 ont déclaré que même si la nouvelle constitution énumère une longue liste de droits fondamentaux, le respect de ces droits n'est pas conforme aux principes constitutionnels, et qu'un climat général de restriction de la liberté d'expression, conduisant à l'autocensure des journalistes, pouvait être observé dans le pays;
I. whereas Article 65 of the Egyptian Constitution declares that freedom of thought and opinion is guaranteed, and that every person shall have the right to express his or her opinion verbally, in writing, through imagery, or by any other means of expression and publication; whereas, in its preliminary statement, the EU Election Observation Mission to the presidential elections in Egypt of May 2014 said that although the new constitution set out a wide-ranging catalogue of fundamental rights, respect for these rights fell short of the constitutional principles, and that a general climate of limited freedom of expression, leading to self-censorship by journalists, could be observed in the country;

La Commission s’est également engagée à informer les citoyens des cas dans lesquels elle pouvait intervenir sur des questions liées aux droits fondamentaux, et à publier un rapport annuel sur l’application de la Charte afin de suivre les progrès réalisés.
The Commission also committed to providing information to citizens on when it can intervene in fundamental rights issues and to publishing an Annual Report on the Charter’s application to monitor the progress achieved.

In his Opinion delivered today, Advocate General Yves Bot notes that the Court of Justice has already stated that, even though the institutions of the EU have only a limited freedom of action in giving effect to international law and without calling into question the primacy of a Security Council resolution at the international level, requiring Community institutions to pay due regard to the institutions of the UN cannot result in their abstaining from reviewing the lawfulness of Community measures in the light of fundamental rights. It would, in his view, be wrong for the Court to reverse its decision not to grant immunity from review to an act such as the contested regulation.

While this morning a Member pointed out the fact that the three institutions of the European Union responsible for signing the budget were presided over by women and saw this as an illustration of what the third millennium may represent for the consolidation of equality of rights and opportunities for men and women, in Afghanistan we see how the Taliban regime not only denies women – millions of women – their most basic rights – such as rights to education, healthcare and a profession, not only does it commit violence against them for the mere fact of being women but, through the denial of these rights, it is also denying them the freedom to live their own lives, it is denying them their status as human beings.
