De nouveaux actes législatifs européens entrés en vigueur en 2012 et 2013 garantissent que les passagers jouissent de droits fondamentaux similaires partout en Europe, quel que soit le mode de transport emprunté (aérien, ferroviaire, maritime ou routier): le règlement (UE) n° 1177/2010[98] concernant les passagers voyageant par mer ou par voie de navigation intérieure est entré en vigueur le 6 janvier 2011, et le règlement (UE) n° 181/2011[99] concernant les droits des passagers dans le transport par autobus et autocar, quant à lui, le 20 mars 2011.
