invite l'ensemble des institutions à appliquer pleinement le règlement (CE) no 1049/2001, dans l'attente de sa révision laquelle est souhaitable, ainsi que la jurisprudence qui en découle, conformément à la lettre et à l'esprit de ce règlement et en tenant compte des changements introduits par le traité de Lisbonne et la charte des droits fondamentaux; invite le Conseil, en particulier, y compris ses organes préparatoires, à publier les procès-verbaux des réunions des groupes de travail du Conseil et d'autres documents, y compris, à la lumière de l'affaire Access Info Europe, les noms des États membres intervenants et leurs propositions; invite le Parlement à rendre accessibles tous les ordres du jour et les notes de synthèse des réunions des coordinateurs des commissions, du Bureau et de la Conférence des Présidents, ainsi que, en principe, tous les documents y mentionnés, conformément aux dispositions du règlement (CE) no 1049/2001, en les publiant sur le site internet du Parlement.
Urges all institutions, pending its desired revision, to apply Regulation (EC) No 1049/2001, and the subsequent jurisprudence, fully and to the letter and spirit, and to take into account the changes brought about by the Lisbon Treaty and the Charter of Fundamental Rights; calls, in particular, on the Council, including its preparatory bodies, to publish minutes of the meetings of Council working groups and other documents, in the light of the Access Info Europe case, intervening Member States and their proposals; calls on Parliament to make available the agendas and feedback notes of the meetings of Committee coordinators, the Bureau and the Conference of Presidents, as well as, in principle, all documents referred to in these agendas, in accordance with the provisions of Regulation (EC) No 1049/2001, by publishing them on the Parliament’s website.

This situation was identified by the European Council in the Stockholm Programme, which calls on the EU institutions and Member States to ensure that legal initiatives remain consistent with fundamental rights " throughout the legislative process by way of strengthening the application of the methodology for a systematic and rigorous monitoring of compliance with the Convention and the rights set out in the Charter of Fundamental Rights "[17].

Calls on the Philippines, as one of the countries having been granted GSP+ status by the EU, to ensure effective implementation of all the core international conventions relating to human and labour rights, the environment and good governance, as listed in Annex VIII to Regulation (EU) No 978/2012; recognises that the Philippines have strengthened their human rights legislation; calls on the Philippines to continue fostering further progress in the promotion of human rights, including the publication of the National Action Plan for Human Rights, as well as in the elimination of corruption; expresses particular concern with regard to the repression faced by activists who are peacefully campaigning to protect their ancestral lands from the impact of mining and deforestation; recalls that under the GSP+ beneficiaries will have to prove that they are implementing their obligations concerning human rights, labour, environmental and governance standards.

Points out that the Paris Principles on NHRIs should be used as a model for reforming the national institutions and the FRA, and calls on the Commission and the Council , together with the European Parliament, to revise, as a matter of urgency, the founding regulation of the FRA under the ordinary legislative procedure, so that the remit of the FRA is broadened to cover the full scope of Articles 2, 6 and 7 of the TEU and, in particular, the European Charter’s implementation by the EU institutions, agencies, offices and bodies, as well the activities of Member States; considers that the independence of the FRA should be strengthened, as well as its powers and competences; considers that the FRA Scientific Committee and the FRANET network should submit to the European Parliament and the national parliaments and publish annually a thematic and more focused report assessing the situation in the Member States, as was done until 2006 by the former Network of Experts on Fundamental Rights; calls on the FRA to fully respect Article 15 of the TFEU by making its proceedings open and by giving access to its documents via a publicly accessible register, as foreseen by Regulation (EC) No 1049/2001;

34. demande la mise en place, dans tous les États membres, d’institutions nationales appropriées dans le domaine des droits de l’homme et l’adoption de mesures facilitant la mise en réseau de ces organismes dans l’ensemble de l’Union, avec le soutien de l’Agence des droits fondamentaux; invite les institutions de l’Union et les États membres à développer la capacité à agir en tant que défenseurs des droits de l’homme des organismes compétents en matière d’égalité des chances, des organismes chargés de la protection des données, des institutions nationales pour les droits de l’homme et de l’Agence des droits fondamentaux;
34. Calls for the setting-up of appropriate national human rights institutions (NHRIs) in all Member States and for measures to facilitate networking between these bodies across the EU with the support of the FRA; invites the EU institutions and the Member States to develop the capacity of equality bodies, data protection bodies, NHRIs and the FRA as human rights litigants;
