Le présent règlement respecte les droits fondamentaux ainsi que les principes consacrés par la Charte des droits fondamentaux de l'Union européenne, en particulier la nécessité de garantir la légalité et la proportionnalité des sanctions, le droit à un recours effectif et à accéder à un tribunal impartial, les droits de la défense, le droit au respect de la vie privée et la protection des données à caractère personnel.
This Regulation respects the fundamental rights and observes the principles enshrined in the Charter of Fundamental Rights of the European Union, in particular the need to ensure the legality and proportionality of sanctions, the right to an effective remedy and to a fair trial, the right of defence and the right to privacy and the protection of personal data.

This Regulation respects the fundamental rights and observes the principles recognised by Articles 2 and 6 of the Treaty on European Union (TEU) and by the Charter of Fundamental Rights of the European Union, in particular respect for human dignity, the right to life, the prohibition of torture and inhuman or degrading treatment or punishment, the prohibition of trafficking in human beings, the right to liberty and security, the right to the protection of personal data, the right of access to documents, the right to asylum and to protection against removal and expulsion, non-refoulement, non-discrimination and the rights of the child.

29. Le Conseil se félicite du lancement des négociations d'adhésion avec le Monténégro le 29 juin 2012, du processus en cours d'examen analytique des différents chapitres, conformément au cadre de négociation, ainsi que de l'intégration dans les négociations de la nouvelle approche pour les chapitres portant sur le pouvoir judiciaire et les droits fondamentaux, ainsi que sur la justice, la liberté et la sécurité.

The Council welcomes the launch of the accession negotiations with Montenegro on 29 June 2012 and the on-going process of screening of individual negotiating chapters in line with the Negotiating Framework, as well as the integration into the negotiations of the new approach for the chapters on judiciary and fundamental rights and justice, freedom and security.
