Le fait pour une partie d'accepter des significations ou des notifications par des moyens électroniques s'entend sans préjudice de son droit de refuser d'accepter un acte qui n'est pas rédigé, ou accompagné d'une traduction, dans la langue officielle de l'État membre dans lequel elle a son domicile ou sa résidence habituelle ou, si ledit État membre a plusieurs langues officielles, dans la langue officielle ou dans l'une des langues officielles du lieu où cette partie a son domicile ou sa résidence habituelle, ou dans une langue qu'elle comprend.
The acceptance by a party of service by electronic means is without prejudice to his right to refuse to accept a document that is not written in, or accompanied by a translation into, the official language of the Member State in which he is domiciled or habitually resident or, if there are several official languages in that Member State, the official language or one of the official languages of the place where that party is domiciled or habitually resident, or in a language which he understands.

Personal data in official documents held by a public authority or a public body or a private body for the performance of a task carried out in the public interest may be disclosed by the authority or body in accordance with Union or Member State law to which the public authority or body is subject in order to reconcile public access to official documents with the right to the protection of personal data pursuant to this Regulation.

En 2007, la Cour de justice de l’Union européenne a considéré que les actes juridiques de l’Union n’étaient pas opposables aux particuliers s’ils n’avaient pas été dûment publiés au Journal officiel et que leur mise à disposition en ligne ne saurait équivaloir à une publication en bonne et due forme au Journal officiel en l’absence, dans le droit de l’Union, de toute règle à cet égard. In 2007, a ruling of the Court of Justice of the European Union held that legal acts of the Union are not enforceable against individuals if they have not been properly published in the OJ and that making such acts available online did not equate to valid publication in the OJ in the absence of any rules in that regard in Union law. This regulation was adopted to permit the publication of the OJ in electronic form to constitute valid publication, thus making access to Union law both faster and more economical.

1. Lorsqu’une traduction ou une translittération est exigée au titre du présent règlement, celle-ci est effectuée dans la langue officielle de l’État membre concerné ou, si celui-ci compte plusieurs langues officielles, dans la langue officielle ou l’une des langues officielles de la procédure judiciaire du lieu où une décision rendue dans un autre État membre est invoquée ou la demande portée, conformément au droit de cet État membre.
1. When a translation or a transliteration is required under this Regulation, such translation or transliteration shall be into the official language of the Member State concerned or, where there are several official languages in that Member State, into the official language or one of the official languages of court proceedings of the place where a judgment given in another Member State is invoked or an application is made, in accordance with the law of that Member State.

The responsible official bodies in a Member State may, in accordance with national legislation, delegate the tasks provided for in this Directive to be accomplished under their authority and supervision to any legal person, whether governed by public or by private law, which under its officially approved constitution is charged exclusively with specific public functions, provided that such person, and its members, has no personal interest in the outcome of the measures it takes.
