invite le Conseil «Affaires étrangères» et la VP/HR à s'assurer que les politiques et les mesures adoptées par l'Union en matière de droit humanitaire international sont élaborées de manière cohérente et efficace et que la mise en œuvre des lignes directrices concernant la promotion du droit humanitaire international relève avant tout de la compétence du groupe de travail du Conseil sur le droit international public, présidé par la présidence du Conseil; souligne dans ce contexte que les lignes directrices de l'Union chargent les «groupes de travail concernés au sein du Conseil» de suivre les situations où le droit international humanitaire pourrait trouver à s'appliquer et, en pareil cas, de recommander des actions destinées à promouvoir son respect; demande à l'Union et aux États membres de fournir des rapports plus détaillés en ce qui concerne la mise en œuvre des lignes directrices dans des situations de conflit spécifiques, notamment dans le rapport annuel de l'Union sur les droits de l'homme et la démocratie.
Calls on the Foreign Affairs Council and the VP/HR to ensure that EU policies and actions related to IHL are developed in a coherent and effective way and that the implementation of IHL Guidelines falls primarily within the remit of the Council Working Group on Public International Law, chaired by the Council Presidency; emphasises, in this context, that the EU Guidelines commit ‘the appropriate Council working groups’ to monitoring situations where IHL may apply and, in such cases, to recommending action to promote compliance with IHL; calls for the EU and the Member States to provide more detailed reporting on the implementation of the Guidelines in specific conflict situations, in particular in the EU Annual Report on Human Rights and Democracy.

Calls for enhanced institutional space for the international community to address common concerns relating to IHL implementation; welcomes the pledge of the EU and its Member States to the ICRC to strongly support the establishment of an effective mechanism on strengthening compliance with IHL, but calls on the VP/HR to report to Parliament on her objectives and strategy in terms of realising this pledge in the forthcoming intergovernmental process to find ways to enhance the implementation of IHL as agreed at the 32nd International Conference of the Red Cross and Red Crescent in December 2015, which could strengthen the governance system of IHL.

whereas the participating states in the 32nd International Conference of the Red Cross and Red Crescent Movement in December 2015 were finally unable to agree on a new mechanism proposed by the ICRC and the Government of Switzerland to strengthen compliance with IHL; whereas the participating states agreed to launch a new intergovernmental process to find ways to enhance the implementation of IHL with the aim of having the outcome presented at the next International Conference in 2019.

Deplores that a number of partners of the EU and its Member States are engaged in grave violations of international humanitarian law; calls for the EU to seize all bilateral tools at its disposal to effectively promote compliance with international humanitarian law by its partners, including through its political dialogue and, in the event that such dialogue yields no results, to consider other measures in accordance with the EU Guidelines on promoting compliance with international humanitarian law.

6. exhorte l'ensemble des parties concernées à respecter le droit international humanitaire ainsi que le droit international sur les droits de l'homme, et à octroyer un accès et une protection aux agences humanitaires venant à l'aide de la population civile touchée ainsi qu'à ouvrir des corridors humanitaires pour la livraison de matériel et d'équipement; observe qu'un certain nombre d'agences d'aide internationale ont déjà quitté le Soudan du Sud et que celles qui sont restées ont du mal à répondre aux besoins des civils déplacés; observe également que ces dernières sont toujours dans l'impossibilité d'atteindre de nombreuses zones dans lesquelles des dizaines de milliers de personnes seraient toujours en attente de secours ou se déplaceraient en vue d'en trouver; demande instamment un accès sans restriction pour les organismes d'aide et la fin immédiate de la taxation illégale, des extorsions et du harcèlement imposés aux travailleurs humanitaires;

Urges all the parties concerned to respect international humanitarian and human rights law, to grant access and protection to humanitarian agencies coming to the assistance of the suffering civilian population and to open humanitarian corridors for the delivery of supplies and equipment; notes that a number of foreign aid agencies have already withdrawn from South Sudan and that those which remain are struggling to meet the needs of displaced civilians; notes, also, that these aid agencies are still unable to reach many areas, where it is thought that tens of thousands of people may still be waiting for help or be on the move in search of such help; urges unhindered access for aid agencies and an immediate end to the illegal taxation, extortion and harassment of aid workers;
