G. whereas the UN pushed for talks between the parties on issues such as the need for a ceasefire, an orderly withdrawal of forces, a UN monitoring mechanism, an agreement to comply with international humanitarian law and not to impede the deployment of aid, and a commitment to engage in further UN-brokered talks; these talks took place from 16 to 19 June in Geneva under the auspices of the UN and no agreement was reached; whereas air strikes have continued despite the UN’s appeal for all parties to observe a humanitarian pause to create a climate conducive to moving forward in the peace talks;

b.Élaborer et mettre en œuvre une politique visant à faire en sorte que l’appui de l’UE et de ses EM à l’armée, à la police, aux gardes-frontières et aux autres forces de sécurité, notamment dans le cadre des missions et opérations relevant de la PSDC, soit conforme/contribue à la promotion, à la protection et à l’application du droit international relatif aux droits de l’homme et du droit humanitaire international et cadre avec les politiques de l’UE en matière de droits de l’homme (politique de vigilance en matière de droits de l’homme).
b.Develop and implement a policy to ensure that EU and EU MS support to military, police, border control and other security forces, including in the context of CSDP missions and operations, is in compliance with/contributes to the promotion, protection and enforcement of international human rights and international humanitarian law, and is consistent with the EU's human rights policies (Human Rights Due Diligence Policy).

Calls for enhanced institutional space for the international community to address common concerns relating to IHL implementation; welcomes the pledge of the EU and its Member States to the ICRC to strongly support the establishment of an effective mechanism on strengthening compliance with IHL, but calls on the VP/HR to report to Parliament on her objectives and strategy in terms of realising this pledge in the forthcoming intergovernmental process to find ways to enhance the implementation of IHL as agreed at the 32nd International Conference of the Red Cross and Red Crescent in December 2015, which could strengthen the governance system of IHL.

Calls on the Foreign Affairs Council and the VP/HR to ensure that EU policies and actions related to IHL are developed in a coherent and effective way and that the implementation of IHL Guidelines falls primarily within the remit of the Council Working Group on Public International Law, chaired by the Council Presidency; emphasises, in this context, that the EU Guidelines commit ‘the appropriate Council working groups’ to monitoring situations where IHL may apply and, in such cases, to recommending action to promote compliance with IHL; calls for the EU and the Member States to provide more detailed reporting on the implementation of the Guidelines in specific conflict situations, in particular in the EU Annual Report on Human Rights and Democracy.
