Reminds the Member States of their obligations under the Council Common Position 2008/944/CFSP on arms exports ) which inter alia requires them to deny an export licence for military technology or equipment to any neighbourhood country if there is a clear risk that the military technology or equipment to be exported might be used for internal repression or in committing serious violations of international humanitarian law, would provoke or prolong armed conflicts or aggravate existing tensions or conflicts in the country of final destination, or would be exported aggressively against another country or used to assert a territorial claim by force;

Calls for enhanced institutional space for the international community to address common concerns relating to IHL implementation; welcomes the pledge of the EU and its Member States to the ICRC to strongly support the establishment of an effective mechanism on strengthening compliance with IHL, but calls on the VP/HR to report to Parliament on her objectives and strategy in terms of realising this pledge in the forthcoming intergovernmental process to find ways to enhance the implementation of IHL as agreed at the 32nd International Conference of the Red Cross and Red Crescent in December 2015, which could strengthen the governance system of IHL.

invite le Conseil «Affaires étrangères» et la VP/HR à s'assurer que les politiques et les mesures adoptées par l'Union en matière de droit humanitaire international sont élaborées de manière cohérente et efficace et que la mise en œuvre des lignes directrices concernant la promotion du droit humanitaire international relève avant tout de la compétence du groupe de travail du Conseil sur le droit international public, présidé par la présidence du Conseil; souligne dans ce contexte que les lignes directrices de l'Union chargent les «groupes de travail concernés au sein du Conseil» de suivre les situations où le droit international humanitaire pourrait trouver à s'appliquer et, en pareil cas, de recommander des actions destinées à promouvoir son respect; demande à l'Union et aux États membres de fournir des rapports plus détaillés en ce qui concerne la mise en œuvre des lignes directrices dans des situations de conflit spécifiques, notamment dans le rapport annuel de l'Union sur les droits de l'homme et la démocratie.
Calls on the Foreign Affairs Council and the VP/HR to ensure that EU policies and actions related to IHL are developed in a coherent and effective way and that the implementation of IHL Guidelines falls primarily within the remit of the Council Working Group on Public International Law, chaired by the Council Presidency; emphasises, in this context, that the EU Guidelines commit ‘the appropriate Council working groups’ to monitoring situations where IHL may apply and, in such cases, to recommending action to promote compliance with IHL; calls for the EU and the Member States to provide more detailed reporting on the implementation of the Guidelines in specific conflict situations, in particular in the EU Annual Report on Human Rights and Democracy.

Deplores that a number of partners of the EU and its Member States are engaged in grave violations of international humanitarian law; calls for the EU to seize all bilateral tools at its disposal to effectively promote compliance with international humanitarian law by its partners, including through its political dialogue and, in the event that such dialogue yields no results, to consider other measures in accordance with the EU Guidelines on promoting compliance with international humanitarian law.

Je condamne avec force ces viols collectifs, ainsi que les autres violations des droits de l’homme, et je salue l’appel lancé aux Nations unies et au gouvernement de la RDC pour qu’il mette sur pied une enquête impartiale et approfondie sur tous les incidents, d’une part, et veille à ce que les responsables de violations des droits de l’homme et du droit humanitaire international soient rendus responsables de leurs actes et poursuivis en vertu du droit international, d’autre part.
I strongly condemn this gang rape, as well as other human rights violations, and I welcome the request made to the United Nations and the DRC Government that it undertake an impartial and thorough investigation of all incidents, and guarantee that those responsible for violations of human rights and of international humanitarian law be held to account for their actions and prosecuted under the terms of international law.
