Le CESE est d'avis que dans une région qui présente une forte diversité religieuse et politique, le respect des libertés tant religieuses que civiles constitue un droit humain fondamental qu'il convient de protéger pleinement. Il appelle les pays qui n'ont pas encore ratifié les conventions et accords universels et régionaux sur les droits politiques, civils et culturels, ainsi que sur les droits économiques et sociaux, fondés sur la Déclaration universelle des droits de l'homme, à le faire sans tarder.
The EESC considers respect for both religious and civil freedoms to be basic human rights that should be fully protected in a region characterised by religious and political diversity, and calls on the countries that have not yet ratified the existing universal and regional conventions and agreements on political, civil and cultural freedoms, and on economic and social rights, which are based on the Universal Declaration of Human Rights, to do so without delay.

Considers that the right to democracy — understood as the right of every citizen to take part in the exercise of the sovereignty of the people within the framework of institutions subject to the rule of law — is an historically acquired universal human right explicitly recognised by the ECHR, the International Covenant on Civil and Political Rights, the 1993 Vienna Declaration of the World Conference on Human Rights and the United Nations Millennium Declaration; considers that this right to democracy carries with it the duty for international community institutions, the European Union and all the Member States to work towards removing obstacles in the way of their full enjoyment throughout the world; considers that, in order to achieve this, a new additional step should be taken, namely the setting-up of a genuine network of democracies around the world by transforming and strengthening existing organisations;
