Il appelle les pays qui n'ont pas encore ratifié les conventions et accords universels et régionaux sur les droits politiques, civils et culturels, ainsi que sur les droits économiques et sociaux, fondés sur la Déclaration universelle des droits de l'homme, à le faire sans tarder.
