Le droit d'être traité de façon impartiale par l'administration de l'Union est un corollaire du droit fondamental à une bonne administration et implique que les membres du personnel sont tenus de s'abstenir de prendre part à une procédure administrative dans laquelle ils ont, directement ou indirectement, un intérêt personnel, notamment familial ou financier, de nature à compromettre leur impartialité.
The right to be treated impartially by the Union’s administration is a corollary of the fundamental right to good administration and implies staff members’ duty to abstain from taking part in an administrative procedure where they have, directly or indirectly, a personal interest, including, in particular, any family or financial interest, such as to impair their impartiality.

Cette stratégie s’appuie sur la Convention des Nations unies relative aux droits des personnes handicapées (CNUDPH) et complète également la stratégie Europe 2020 (la stratégie de l’Union européenne en faveur d’une croissance intelligente, durable et inclusive) et la charte européenne des droits fondamentaux du traité de Lisbonne
The strategy builds upon the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), and it also complements Europe 2020 (the EU’s strategy for smart, sustainable and inclusive growth) and the European Charter of Fundamental Rights of the Lisbon Treaty.

2. observe que les droits fondamentaux demeurent un sujet récurrent des pétitions présentées, notamment en ce qui concerne les droits des personnes handicapées, les droits des enfants, les droits de propriété, le droit à la liberté de circulation, y compris le transfert des prestations de sécurité sociale, sans discrimination aucune, la protection de la liberté d'expression et de la vie privée, la liberté d'association et le droit d'accès à des documents et à l'information; demande aux États membres d'appliquer correctement et de respecter ces droits, conformément au traité, et à la Commission de prendre les mesures qui s'imposent pour forcer les États membres qui ne respectent pas le traité à inscrire une fois pour toutes dans le droit national les droits fondamentaux dont tout citoyen de l'Union devrait disposer; estime qu'il y a lieu de porter une attention particulière au droit à la mémoire historique, aux droits des familles victimes du franquisme à la vérité, à la justice et à la réparation, et au droit des enfants volés en Espagne à connaître l'identité de leurs parents biologiques;

Notes that fundamental rights remain a key subject of the petitions submitted, notably raising issues related to the rights of persons with disabilities, children’s rights, property rights, the right of free movement, including the portability of social security entitlements, without encountering any form of discrimination on any grounds, the protection of freedom of expression and privacy, freedom of association, and the right of access to documents and information; calls on Member States to apply correctly and respect those rights as set out in the Treaty and calls on the Commission to take the necessary measures to oblige non-compliant Member States to close the gap between national laws and the fundamental rights of EU citizens; considers that special attention should be given to the right to historical memory and the rights to truth, justice and redress for families which suffered under Franco’s dictatorship, as well as to the right of Spain’s abducted children to know the identity of their biological parents;

En tant que violation grave des droits de l'homme mentionnée dans la charte des droits fondamentaux, la traite des êtres humains continuera d'être couverte par les clauses relatives aux droits de l'homme intégrées dans les accords de l'UE avec les pays tiers, notamment dans les accords de libre-échange, qui servent de base à la promotion des droits de l'homme et à la coopération dans ce domaine[33].
As a severe violation of human rights mentioned in the Charter of Fundamental Rights, trafficking in human beings will continue to be covered under the Human Rights Clauses in the EU's agreements with third countries, including the Free Trade Agreements, providing the basis for cooperation on and promotion of human rights[33].

Emphasises that the Euratom Treaty does not hinder the development of an internal electricity market and is even less of an obstacle to the free movement of goods, persons and capital; points out, in that connection, that the ordinary law laid down by the Treaty establishing the European Community (EC Treaty) applies also to nuclear activities and notes, by way of example, that the movement of nuclear materials, equipment and technologies within and outside the European Union is covered by rules on the supervision of dual-use goods, adopted on the basis of the commercial policy laid down in the EC Treaty; adds that Euratom legislation is subject to competition law and regulations on State aid, as specified in Title VI of the EC Treaty; concludes, therefore, that the Euratom Treaty in no way represents a protectionist framework for nuclear energy;
