Sans cet amendement, l'exclusion de documents soumis au DPI de tiers ne s'appliquerait pas lorsqu'une bibliothèque détient le document alors que le DPI est détenu par l'université parce que celle-ci ne serait pas une partie distincte (un tiers).
Without amendment, the exclusion of documents subject to third-party IPR would not apply where a library holds the document but the IPR is held by the university because the university would not be a separate (i.e., third) party.
