Cette déclaration financière soulignait le besoin de la Turquie de bénéficier de ressources financières substantielles en vue "d'adapter son secteur industriel à la nouvelle situation concurrentielle créée par l'Union douanière et pour améliorer ses liens avec l'UE au niveau des infrastructures (...) ainsi qu'en vue de réduire l'écart existant entre son économie et celle de la Communauté".
The declaration stressed the need for Turkey to receive substantial funds to help its industry adjust to the competition brought by customs union, to improve its infrastructure links with the European Union and to narrow the gap between its economy and that of the Community.
