Depuis 2003, les prêts octroyés par l’intermédiaire de la Facilité d’investissement ACP ont considérablement augmenté pour s’élever à 450 millions d’EUR en moyenne par an et on estime que le volume des prêts consentis à ce titre atteindra 9 milliards d’EUR au total d’ici la fin de 2020, soit près de trois fois la dotation initiale.
Since 2003 lending through the ACP Investment Facility has increased significantly to an average of EUR 450 per year and it is expected that lending under the Investment Facility will reach a total of EUR 9 billion by the end of 2020 representing almost three times the amount of the original endowment.

As regards the allocation of resources, the rapporteur has changed the Commission’s original proposals in order to favour national programmes (up from 50 % to 60 % of the total figure) over Union actions, in the hope that all Member States will become more involved. However, for this to happen, national authorities’ capacity to use the resources at their disposal also needs to improve.

The rapporteur particularly wishes to highlight the hard work and flexibility shown by all concerned in the search for a consensus on the budget, so that, from an initial figure of EUR 9 million from the B7-6201 line, which implied a total of EUR 73 million for the whole period, we have reached an agreement that implies the provision of EUR 249 million for the next seven years as a whole, starting with the EUR 30 million already stipulated in the budget for the year 2000.
