WISE-Marine est le volet du système SEIS consacré au milieu marin et a pour but de répondre aux exigences de mise en œuvre des obligations de notification prévues par la directive-cadre «stratégie pour le milieu marin» (directive 2008/56/CE) et d'informer les citoyens européens sur la mise en œuvre des stratégies en faveur du milieu marin.

This Directive should contribute to the fulfilment of the obligations and important commitments of the Community and the Member States under several relevant international agreements relating to the protection of the marine environment from pollution: the Convention on the Protection of the Marine Environment of the Baltic Sea Area, approved by Council Decision 94/157/EC , the Convention for the Protection of the Marine Environment of the North-East Atlantic, approved by Council Decision 98/249/EC , including its new Annex V on the Protection and Conservation of the Ecosystems and Biological Diversity of the Maritime Area and the corresponding Appendix 3, approved by Council Decision 2000/340/EC , the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean, approved by Council Decision 77/585/EEC , and its amendments from 1995, approved by Council Decision 1999/802/EC , as well as its Protocol for the Protection of the Mediterranean Sea Against Pollution from Land-Based Sources, approved by Council Decision 83/101/EEC , and its amendments from 1996, approved by Council Decision 1999/801/EC .

La présente directive met en place un cadre pour l'élaboration de stratégies pour le milieu marin destinées à parvenir à un bon état écologique du milieu marin [au plus tard en 2021], ainsi qu'à assurer de façon constante la protection et la conservation de ce milieu et à éviter sa détérioration.
This Directive establishes a framework for the development of Marine Strategies designed to achieve good environmental status in the marine environment [by the year 2021 at the latest], and to ensure the continued protection and preservation of that environment and the prevention of deterioration.

3 bis. Les données et les informations issues de ces programmes de surveillance sont mises à la disposition de l'Agence européenne pour l'environnement ainsi que des organisations et conventions régionales ayant trait au milieu marin et à la pêche, au plus tard trois mois à compter de l'achèvement de ces programmes, pour être utilisées dans des évaluations du milieu marin paneuropéennes, en particulier dans l'examen de l'état du milieu marin dans la Communauté mentionné à l'article 19, paragraphe 2, point (b).
3a. Data and information resulting from these monitoring programmes shall be made available to the European Environment Agency, as well as to the relevant regional marine and fisheries organisations and conventions, no later than three months after completion of those programmes, for use in pan-European marine assessments, in particular the review of the status of the marine environment in the Community under Article 19(2)(b).

L’objectif poursuivi par ces deux législations relatives à la stratégie thématique pour la protection et la conservation du milieu marin et à la directive «Stratégie pour le milieu marin» est de parvenir à un bon état écologique du milieu marin de l’Union européenne d’ici 2021.
The aim pursued in the two combined legislative arrangements on the thematic strategy on the protection and conservation of the environment and the marine strategy directive is to achieve a good environmental status of the marine environment in the European Union by 2021.

2 ter. Les données et les informations issues de l'évaluation initiale sont mises à la disposition de l'Agence européenne pour l'environnement ainsi que des organisations et conventions régionales ayant trait au milieu marin et à la pêche, au plus tard trois mois à compter de l'achèvement de cette évaluation, pour être utilisées dans des évaluations du milieu marin paneuropéennes, en particulier dans l'examen de l'état du milieu marin dans la Communauté mentionné à l'article 19, paragraphe 2, point (b).
