3. invite les Commissions de l'UE et de l'UA et les États membres de l'UE et de l'UA à achever en priorité cette architecture institutionnelle en développant les éléments liés à la dimension parlementaire, à la société civile et aux autorités locales qui devraient activer et maintenir le processus en lui donnant transparence, appropriation et légitimité démocratique;
3. Calls on the EU and AU Commissions and the Member States of the EU and the AU to complete as a matter of priority this institutional architecture by developing the parliamentary, civil society and local authorities components that should drive and sustain the process by giving it transparency, ownership and democratic legitimacy;
