This Regulation should therefore be without prejudice to Regulation (EC) No 223/2009 of the European Parliament and of the Council of 11 March 2009 on European statistics and to Council Regulation (EC) No 2533/98 of 23 November 1998 concerning the collection of statistical information by the European Central Bank

The proposal is welcome because the bodies in the Member States which produce science and technology statistics operate on disparate organisational footings (public authorities such as national statistical institutes, private research institutes, consultancy firms). A body of European rules could therefore undoubtedly generate ‘value added’ to the extent that it would widen the range of available indicators and make statistics more comparable.

Quoique l'ensemble de ces statistiques soient élaborées pour répondre principalement à l'accord GATS (General Agreement on Trade in Services / Accord général sur le commerce des services) et donc pour donner une information sur les transactions avec l'extra-UE, les États membres considèrent qu'il est essentiel de continuer à établir une balance des paiements nationale (comprenant donc les flux intra-UE) même dans le cadre de l'Union économique et monétaire.
Although all these statistics are being developed mainly in response to the General Agreement on Trade in Services (GATS) and therefore to provide information on operations with countries outside the Community, the Member States consider it essential to continue to draw up a national balance of payments (therefore including intra-EU flows) even within economic and monetary union.
