Plusieurs défis sont à relever au niveau de la programmation: (a) vu les problèmes de suivi du PAN 2001, des efforts considérables devront être consentis pour consolider un système d'information performant; (b) du point de vue du contenu de l'intervention, il s'avère essentiel de mieux cibler les domaines prioritaires tout en sachant que l'exclusion du marché du travail n'est qu'une des multiples dimensions de la pauvreté et de l'exclusion sociale (d'ailleurs, la situation des "travailleurs pauvres" au Portugal montre bien que le risque de pauvreté s'étend au-delà de l'accès à l'emploi); (c) concernant la méthodologie à adopter, les partenariats locaux travaillant en réseau selon une méthode de "planification sociale" (incluant l'échange de bonnes pratiques) semblent être le grand atout du "Réseau Social"; le défi opérationnel de la stratégie contractuelle déployée pour aider les plus vulnérables est surtout lié au nombre de bénéficiaires potentiels de la sphère concernée et à la rapidité de l'intervention.
There are several challenges to be met on the programming level: (a) in view of the monitoring problems encountered for the 2001-3 NAPincl, substantial efforts need to be made in order to build and consolidate an efficient information system; (b) from the point of view of the content of the operations, it is essential to target the priority areas more precisely, bearing in mind that exclusion from the labour market is only one of the many dimensions of poverty and social exclusion (moreover, the situation of the "working poor" in Portugal shows that the poverty risk extends beyond access to employment); (c) concerning the methodology to be adopted, local partnerships working in networks using a method of "social planning" (including exchanges of good practice) seem to be the trump card of the "Social Network"; the operational challenge of the contract-based approach for helping the most vulnerable is linked above all to the rate of coverage of the universe in question and the swiftness of the intervention.
