Asks the Council for the Interinstitutional Agreement of 20 November 2002 between the European Parliament and the Council concerning access by the European Parliament to sensitive information of the Council in the field of security and defence policy to be reviewed and brought up-to-date in order to improve the current system for the transmission of classified information and to guarantee the transmission to the European Parliament of all available information relating to the fight against international terrorism, without its being under any circumstances denied information which, in the internal sphere, has been or should be transmitted to national parliaments by the respective governments of the Member States or the international organisations of which they form part;

Asks the Council for the Interinstitutional Agreement of 20 November 2002 between the European Parliament and the Council on sensitive information of the Council in the area of security and defence policy to be reviewed and brought up-to-date in order to improve the current classified information transmission system and to guarantee the transmission to the European Parliament of all available information relating to the fight against international terrorism, ensuring that under no circumstances it be denied information, which, in the internal sphere, has been or should be transmitted to national parliaments by the respective governments of the Member States or the international organisations of which they form part;

The ‘humanitarian space’ that is needed to ensure access to vulnerable populations and the safety and security of humanitarian workers must be preserved as essential preconditions for the delivery of humanitarian aid, and for the European Union (EU) and its partners in the humanitarian field to be able to get assistance including protection to crisis-hit people, based on respect for the principles of neutrality, impartiality, humanity and independence of humanitarian action, enshrined in International Law, in particular International Humanitarian Law.

considers that the "Lisbon objectives" should remain a priority for the Union in the next financial framework, and that significant efforts must be made towards achieving the targets; considers that the budgetary means should be appropriate but realistic, increased but not overestimated, limited to subsidiarity and clear European added value; therefore fully supports the Commission proposal for research and TENs-T; proposes a global redeployment of EUR 4.7 billion from the margin and non-priority activities towards Heading 3 (+ EUR 1.3 billion), Heading 4 (+ EUR 2.7 billion) and lifelong learning (+ EUR 670 million), as well as an internal redeployment of EUR 200 million from TEN-E to the Social Agenda,
