Comme il ne saurait être exclu qu'une enveloppe financière allouée à la Bulgarie et à la Roumanie doive être adaptée pour tenir compte de futures réformes politiques ou de changements fondamentaux susceptibles d'être apportés à l'avenir aux perspectives financières globales de l'Union européenne, la Commission considère qu'il est à la fois prudent et approprié de limiter cette enveloppe à une période de trois années à compter de l'adhésion de ces deux pays.
As it cannot be excluded that any financial package for Bulgaria and Romania would need to be adapted to reflect future policy reforms or fundamental changes to the overall EU financial framework, the Commission judges it prudent and appropriate to limit this package to a period of three years from the accession of these two countries.
