L’objectif de la présente proposition est de transformer le CEPOL en une institution communautaire possédant une personnalité et un statut juridiques, de lui octroyer des pouvoirs renforcés et un financement communautaire, de désigner son siège, ses services et ses effectifs, lesquels seront soumis aux règles et dispositions communautaires, de remplacer la règle de l’unanimité par le vote à la majorité et d’instaurer l’utilisation de toutes les langues officielles et l’accès aux documents.
