14. considère qu'au sein de ces nouvelles formes de coopération territoriale les États membres doivent pouvoir utiliser au plan national ou régional toutes les mesures de développement rural qui se rattachent à une politique de qualité des produits alimentaires, afin de développer en particulier les ventes sur les marchés locaux et les chaînes courtes d'approvisionnement, ainsi que d'améliorer durablement et mieux connaître les méthodes de production, en respectant pleinement la législation européenne, sans affecter ni diluer, ni dénaturer la réglementation actuelle sur les régimes de qualité de l'Union reposant sur les appellations d'origine protégée (AOP), les indications géographiques protégées (IGP) et les spécialités traditionnelles garanties (STG); estime que dans le domaine agroalimentaire la marque d'excellence territoriale doit se limiter à promouvoir les systèmes de qualité AOP-IGP-STG lorsqu'ils existent ou à soutenir leur création lorsqu'ils n'existent pas; demande à la Commission face à la prolifération tout azimut de marques et de certifications régionales et la multiplicité d'étiquetage possible en Europe sur les denrées alimentaires, d'en dresser un relevé, afin d'éviter les éventuels effets négatifs sur les régimes de qualité; remarque que le concept de marque régionale doit être défini de manière claire et s'inspirer de l'expérience positive des marques de qualité qui existent déjà (AOP, AOC, IGP), en définissant des stratégies coordonnées pour éviter les duplications et les chevauchements et une approche commune partagée, fondée sur un cadre à définir au niveau européen;

Considers that, in the context of these new forms of territorial cooperation, Member States should be able to use all measures of rural development linked to a quality policy for food products, with the aim of developing in particular sales in local markets and short supply chains and improving the sustainability as well as the knowledge of production methods, while fully respecting the EU rules and without affecting, undermining or weakening the existing Union quality schemes, such as protected designation of origin (PDO), protected geographical indication (PGI) and Traditional Specialities Guaranteed (TSG); considers that, in the agri-food sector, the territorial excellence branding should be confined to promoting the PDO-PGI-TSG quality schemes where they exist or to supporting their creation where they do not yet exist; calls on the Commission, taking account of the proliferation of multiple labels and regional brandings regarding food products in Europe, to draw up an inventory of brands with specific regional features, in order to avoid any possible negative effects on the quality schemes; maintains that the concept of regional branding should be clearly defined, taking into account the favourable experience with existing quality labels (PDO, AOC, PGI), and that coordinated strategies should be drawn up to avoid duplication and overlapping, proceeding from a shared common approach based on a framework to be laid down at EU level;

Regrets the unwillingness of the EU Member States to define a common position on the Libya crisis, on UN Security Council Resolution 1973 and on the ways to implement it; expresses deep concern about the risk of considering ad hoc coalitions of the willing or bilateral cooperation as viable substitutes for CSDP, as no European State has the capacity to be a significant security and defence actor in the 21st century world; recalls that the Lisbon Treaty provides for the possibility to entrust the implementation of a crisis management operation to a group of Member States, but only within the framework of a Council decision defining the objectives, scope and conditions of their implementation, and with the association of the HR/VP; insists that a common response to the developments in Libya is essential to formulate a credible new approach for our southern neighbourhood policy; reiterates that the mandate given in UN Security Council Resolution 1973(2011) to protect Libyan civilians should not be exceeded through the disproportionate use of force; calls on the VP/HR to take concrete measures to secure an early ceasefire in order to stop the bloodshed and suffering of the Libyan people; urges the VP/HR to play a strong and direct role in fostering political initiatives in this direction; considers it crucial to work closely with the Interim Transitional National Council, the African Union and the Arab League in order to channel the current military conflict towards political and diplomatic solutions, including the objective of securing the resignation of the Gaddafi regime; underlines that the elaboration of a strategy for the Sahel region and the Horn of Africa is yet another concrete opportunity to demonstrate the ability of the EU to act both on security and development challenges;
