La réforme électorale, aux termes de laquelle le mandat serait prolongé à quatre ans et les élections seraient tenues à date fixe ou à période fixe, présenterait les avantages suivants : le renforcement du pouvoir politique, de l'unité, de la crédibilité et de l'influence sur tous les autres gouvernements et les entités du secteur privé; la continuité du leadership, nécessaire pour mobiliser les gens et promouvoir une mission commune en vue de renforcer le pouvoir économique; une structure stable qui assurerait la cohésion des efforts déployés sur tous les fronts au chapitre du développement des Premières nations, y compris l'économie, les affaires sociales et l'éducation; l'efficacité et l'efficience du système électoral grâce à la normalisation des modes de présentation et des documents de communication; la certitude et la prévisibilité nécessaires à la conception de stratégies à long terme efficaces visant à combler constamment les besoins particuliers de chaque collectivité et de l'ensemble des Premières nations du Manitoba.
Electoral reform: The electoral system reform, in which the term of office is extended to four years and elections are held on a common date or electoral period, would have the following advantages: It would build political strength, unity, credibility and influence with regard to all other governments and private sector entities; it would establish the continuity of leadership required to sustain and build common purpose of action to develop economic power; it would build a stable structure that would build cohesion for progress in all aspects of First Nations development, including economics as well as social and educational areas; it would build a more effective and economical electoral system in terms of the cost implications through standardization of formats and communication materials; it would establish the necessary certainty and predictability for the formation of effective, long-term strategies to address the ongoing needs of the individual community and Manitoba First Nations as a whole.
