Grafstein: Honourable senators, I have the honour to table in the Senate the report of the Canadian delegation of the Canada-U.S. Inter-Parliamentary Group respecting its participation at, first, the forty-eighth annual meeting of the Canada-United States Inter-Parliamentary Group, Windsor, Ontario, May 18-21, 2007; second, a report of the Canadian Parliamentary Delegation to the Western Governors' Association, 2007 annual meeting, Deadwood, South Dakota, United States of America, June 10-12, 2007; third, the Council of State Governments, Eastern Regional Conference, forty-seventh annual meeting and regional policy forum, Quebec City, Quebec, August 12-15, 2007; and, finally, the Pacific NorthWest Economic Region, (PNWER), the Seventeenth Annual Summit, Anchorage, Alaska, United States of America, July 22-26, 2007.

The seventeenth EU-Russia summit was hosted by Mr. Vladimir PUTIN, President of the Russian Federation, accompanied by Mr. Michail FRADKOW, Prime Minister, Mr. German GREF, Minister for Economic Development and Trade, Mr. Viktor KHRISTENKO, Minister for Energy and Industry, Mr. Igor LEVITIN, Minister of Transport as well as Mr. Viktor IVANOW, Assistant to the President, and Mr. Sergey YASTRZHEMBSKIY, Special Representative for development and relations with the European Union.

5) Les dispositions du nouvel accord doivent prendre appui sur des crédits suffisants et, en tout état de cause, être complémentaires des actions du fonds de solidarité birégional, que le Parlement européen réclamait dans sa résolution du 15 novembre 2001, et apporter une contribution substantielle au mécanisme de solidarité financière visant à renforcer la gouvernabilité démocratique et à aider à la lutte victorieuse contre la pauvreté, comme le proposait la déclaration de Guayaquil (juillet 2002), dans le cadre de la deuxième réunion des présidents d'Amérique du Sud, et comme le répétaient, dans l'accord de Cusco (mai 2003), les chefs d'État ou de gouvernement des pays faisant partie du Mécanisme permanent de consultation et de concertation politique, au cours du dix-septième sommet du groupe de Rio.
(5) The provisions of the new agreement must be backed up by adequate resources and in any case must complement the activities of the Bi-regional Solidarity Fund called for by Parliament in its resolution of 15 November 2001 and make a substantial contribution to the financial solidarity mechanism designed to ensure democratic governability and help overcome poverty proposed in the Guayaquil Declaration of July 2002 within the framework of the second meeting of the Presidents of South America, and restated in the Cusco Consensus of May 2003 by the Heads of State and Government of the countries of the Permanent Mechanism for Consultation and Concerted Political Action at the XVIIth summit of the Rio Group.
