20. estime que le conseil de gestion des crises doit fournir au SEAE une planification d'urgence unifiée à l'égard des scènes et des scénarios de crise potentiels et, d'autre part, gérer concrètement la réponse aux crises, à travers une plateforme de crise, en coordonnant, tant à Bruxelles que sur le terrain, l'emploi des divers instruments financiers et des capacités dont dispose l'Union sans préjudice des processus décisionnels et des bases juridiques spécifiques relatifs, respectivement, à l'emploi de capacités civiles et militaires dans le cadre de la CFSP/CSDP et à l'utilisation d'instruments communautaires;
20. Believes that the Crisis Management Board should provide the EEAS with unified contingency planning in relation to potential theatres and crisis scenarios and, secondly, also through a crisis platform for practical crisis response management, working both in Brussels and on the ground to coordinate the use of the various financial instruments and deployment of capabilities available to the EU, without undermining the specific decision-making procedures and legal bases applying to the deployment of civilian and military capabilities under the CFSP/CSDP or to the use of Community instruments;
