53. Recalls that this heading covers a wide range of actions in favour of youth through multiannual programmes such as Youth in Action, the Culture Programme, Europe for Citizens, annual events including Special Olympics and Erasmus Mundus; intends, therefore, to support those EU programmes relating to this issue that are directly relevant to the priorities for the 2011 budget, and to monitor their implementation closely in both qualitative and quantitative terms; regrets, however, that the ceiling of this heading for 2011 is only EUR 15 million above the budget adopted in 2010;

31. encourage les États membres à adopter des politiques de qualité des finances publiques, associées à un système d'évaluation des politiques budgétaires - comme le "Performance-based budgeting" (PBB) (sur le modèle de l'OCDE) - destiné à améliorer la qualité des dépenses publiques en renforçant le lien entre allocation des ressources et résultats; note que l'intégration de la parité hommes-femmes dans l'élaboration du budget offre un bon exemple de PBB, une méthode souhaitée et promue par le Parlement européen, mise en œuvre, à différents degrés, au niveau local et national dans divers États membres et qui doit être appliquée avec plus de cohérence, y compris au niveau communautaire; demande à la Commission d'élaborer des méthodes, des lignes directrices et des indicateurs de PBB qui permettent de comparer et d'harmoniser les politiques financières et macroéconomiques des États membres, et reconnaît que ce travail nécessite une plus grande implication et donc une plus grande responsabilité de la part de citoyens informés;
31. Urges the Member States to adopt QPF policies together with a system for assessing budgetary policies – such as performance-based budgeting (PBB) (based on the OECD model) – aimed at improving the quality of public spending by strengthening the link between the allocation of resources and results; notes that gender budgeting is a good example of PBB, a method proposed and promoted by Parliament itself and applied to varying degrees at local and central level in the various Member States and which should be implemented more consistently, including at Community level; calls on the Commission to establish PBB methods, guidelines and indicators making it possible to compare and harmonise the financial and macro-economic policies of the Member States, and acknowledges that this calls for greater involvement and therefore a greater sense of responsibility on the part of informed citizens;

Pour terminer, Monsieur le Président, je souhaite souligner que la Commission européenne doit examiner les divers problèmes qui ont été soulevés et revoir, en particulier, son système informatique pour qu'il tienne compte des intérêts dus, à ce titre, au budget communautaire par les États membres.
To conclude, Mr President, I want to stress that the Commission must study the various problems raised and, in particular, review the computer system in order to take into account the interest owed in this respect to the Community budget by the Member States.

(34) Il apparaît nécessaire d'adapter les dispositions sur la fourniture des informations relatives à l'exécution du budget de manière à élargir ces informations à l'utilisation des crédits reportés, reconstitués et réutilisés, ainsi qu'aux divers organismes de droit communautaire, et à mieux organiser la fourniture des données mensuelles et du rapport sur l'exécution qui sera délivré trois fois par an à l'autorité budgétaire.
(34) The provisions on the supply of information concerning implementation of the budget should be adapted to extend this information to the use of appropriations carried over, made available again and reused and to the various Community-law bodies, to improve the arrangements for providing monthly figures and the report on implementation, which will be sent three times a year to the budgetary authority.
