Mr. Speaker, March 21 is the International Day for the Elimination of Racial Discrimination.

36. rappelle à cet égard sa position en ce qui concerne le concept de "diffamation des religions" et, tout en étant conscient de la nécessité d'aborder pleinement le problème de la discrimination à l'encontre des minorités religieuses, estime que l'inclusion de ce concept dans le protocole sur les normes complémentaires sur le racisme, la discrimination raciale, la xénophobie et toutes les formes de discriminations est inappropriée; accueille favorablement la décision de la délégation de l'Union de commémorer le 25 anniversaire de la création du mandat du rapporteur spécial sur la liberté de religion ou de conviction; demande à l'Union de nouer le dialogue avec les principaux parrains de la résolution sur la diffamation qui sera proposée afin d'explorer d'autres voies possibles; apporte son soutien à la déclaration transrégionale qui sera présentée sur les droits des lesbiennes, gays, bisexuels et transgenres (LGBT);

Reiterates in this regard its position concerning the concept of ‘defamation of religions’ and, while recognising the need to address fully the problem of discrimination against religious minorities, considers that the inclusion of this concept in the Protocol on complementary standards on racism, racial discrimination, xenophobia and all forms of discrimination is not appropriate; welcome the side event organised by EU delegation to commemorate the 25th anniversary of the establishment of the mandate of the Special Rapporteur on freedom of religion or belief; requests the EU to engage with the main sponsors of the resolution to find an alternative to the resolution on defamation that will be presented; supports the cross-regional statement that will be presented on the LGBT rights;

Sa cause pour discrimination raciale est toujours devant le Tribunal des droits de la personne et, à ma connaissance, ce sera sans doute la première fois dans l'histoire du Canada qu'une cause de ce genre sera entendue à titre posthume.
His case is still before the Human Rights Tribunal for racial discrimination, and as far as I know, it will be the first time, probably, in the history of Canada, that a case of that sort would be heard posthumously.

The Union will be based on the solidarity of its Member States, the fullest realization of its citizens' aspirations, economic and social cohesion, proper balance between the responsibilities of the individual States and the Community and between the roles of the Institutions, coherence of the overall external action of the Community in the framework of its foreign, security, economic and development policies and of its efforts to eliminate racial discrimination and xenophobia in order to ensure respect for human dignity.
