I was struck by the very tough statement made by the Minister of Justice, Mr. Cotler, when he described what Canadian society was like before the advent of the Charter of Rights and Freedoms, and the fact that our rights were weak, and when he described the situation many of our fellow citizens were in individually or collectively.
