M. Mario Monti, le commissaire chargé de la concurrence, a commenté en ces termes le tableau de bord: "Le système de contrôle des aides d'État a imposé une discipline très saine aux quinze États membres, dont chacun s'était engagé, lors du Conseil européen de Stockholm, à réduire pour 2003 le montant global des aides accordées et à réorienter ces aides vers des objectifs horizontaux d'intérêt commun.
Competition Commissioner Mario Monti commented: "The system of State aid control has imposed a very healthy discipline on the fifteen Member States, each of whom pledged at the Stockholm European Council to reduce the overall amount of aid granted by 2003 and redirect aid to horizontal objectives of common interest.
