demande aux États membres qu'en rendant effectif le droit de libre circulation, ils ne grèvent pas les citoyens de l'Union et les membres de leur famille de charges administratives injustifiées, qui ne seraient pas expressément prévues par la directive sur la libre circulation, seraient contraires au droit communautaire et entraveraient l'exercice d'une liberté qui, indépendamment de l'accomplissement de pratiques administratives, est directement inscrite dans le traité CE; rappelle aux États membres qu'ils ont pour devoir de favoriser l'accomplissement des formalités administratives liées à l'exercice du droit de libre circulation;
Calls on the Member States, when giving effect to the right to free movement, to refrain from encumbering Union citizens and their family members with red tape that would be unwarranted to the extent that it is not expressly laid down in the Free Movement Directive and is contrary to Community law, and would impede the exercise of a right which, leaving aside the performance of administrative procedures, is provided for as such in the EC Treaty; points out to the Member States that they have a duty to facilitate completion of the administrative procedures linked to the exercise of the right of free movement;
