As far as Eurobonds are concerned, as mentioned by Mr Verhofstadt, what we need to tell citizens and what we need to mobilise is indeed a defence fund, but if we have no investment fund, if we can show no real evidence of wanting to get the machinery going again – and that is why we need Eurobonds not only for defence but also for investment – well, if we do not go down that road, citizens will fail to understand anything and in particular this policy.

Je voudrais, avant de conclure, puisque que j'ai promis d'être bref sur cette question de la convention de Laeken et surtout de l'après-Laeken, dire au nom de la Commission notre gratitude à la Présidence belge, à Guy Verhofstadt et à Louis Michel en particulier, pour le volontarisme politique et le courage dont ils ont fait preuve, et dont ils vont devoir faire preuve pendant les quelques jours qui nous restent d'ici à Laeken pour convaincre que la ligne du projet de déclaration sur laquelle ils ont travaillé et qu'ils proposent aux États membres sera bien respectée, ne sera pas amoindrie.
Before concluding, as I promised to be brief on the issue of the Laeken Convention and especially on the situation post-Laeken, on behalf of the Commission I would like to thank the Belgian Presidency, Mr Verhofstadt and Mr Michel, in particular, for the political will and courage that they have shown and which they are going to have to show in the few remaining days before Laeken in order to convince the Member States that the draft declaration on which they have worked and which they are proposing to the Member States will be well respected and not diminished.
