Je salue donc l'orientation du rapporteur, Mme Diemut Theato, lorsqu'elle soutient que le droit pénal ne doit pas être considéré comme un domaine de réglementation exclusive du troisième pilier et lorsqu'elle fait valoir que la création du procureur européen sur la base du premier pilier peut constituer un pas fort significatif dans la future structure de "pouvoirs de l'Union".
I therefore welcome the recommendation by the rapporteur, Mrs Theato, when she maintains that criminal law cannot be envisaged as an area for Union regulation only in the third pillar and when she argues that the creation of the European Prosecutor on the basis of the first pillar could be an extremely significant step for the future structure of ‘EU Powers’.
