Ces quatre organisations déclarent: a) qu’elles ne disposent pas des capacités techniques nécessaires pour mener ce genre de projet; b) que, si elles devaient le faire, elles devraient revoir radicalement leurs programmes de recherche et engager du personnel spécialisé; et c) que le projet iTrace contribuerait considérablement à leur recherche en apportant un élément «manquant», en l’occurrence une cartographie de terrain, qui viendrait compléter les approches «à distance» de contrôle du commerce des armes.
All four organisations state that they a) do not have the technical capacity to conduct this kind of project, b) for them to do so would entail a radical revision of their research agendas and the hiring of expert staff and c) that iTrace would greatly support their research by providing a ‘missing’ field-based mapping component to complement existing ‘at a distance’ arms trade monitoring approaches.
