Il serait impossible de parvenir à ce résultat si le champ d'application de la TTF devait être plus circonscrit, notamment si elle devait prendre la forme d'un droit de timbre qui ferait peser la totalité de la taxe sur une catégorie beaucoup plus restreinte d'instruments négociés sur les marchés réglementés, sans pour autant atteindre l'objectif d'enrayer une spéculation excessive aux effets délétères.
The same result could not be achieved if the scope of FTT were more limited, e.g. if it took the form of a stamp duty, which would place the full tax burden on a much more limited group of instruments traded on regulated markets without fulfilling the aim of curbing excessive and harmful speculation.
