I feel that, taking into account the Convention and the fact this is the first occasion on which an institutional debate has had to allow time to accommodate the work of a Convention, we do have enough time: two years, and we have an open method which, as it concerns a reform of the Treaty on the institutions themselves, consists of more than just dialogue between the government ministers in the secrecy and comfort of the intergovernmental method alone, of which we have all seen the limitations, both at Amsterdam and at Nice.

At Biarritz we established, first of all, and I believe that this is fundamental, a general consensus on the need to bring about an ambitious treaty at Nice. I have christened this the ‘Biarritz spirit’. Next, tangible progress was made on qualified majority voting and closer cooperation. Lastly, there came what I will call the opening up of a substantive debate at the highest level on the two most sensitive issues: the re-weighting of votes and the Commission, which has enabled us to truly enter into discussions on these two tricky issues.

Il subsiste toutefois une faiblesse, à savoir la pression que nous devons exercer sur la Finlande qui n'a pas encore signé le traité d'Ottawa, et de la Grèce qui ne l'a pas encore ratifié. De même se pose la question - que nous avons soulevée dans la question orale adressée à la Commission - de savoir si les pays candidats doivent signer le traité d'Ottawa avant d'adhérer à l'Union.
The Union does, however, have a weak point – a number of weak points – namely that we need to put pressure on Finland, which has not yet signed the Ottawa Convention, and on Greece, which has not ratified it, or Europe will lack credibility when it promotes the adherence of all countries to the Convention and raises the question – which we have also raised in the oral question which we are going to put to the Commission – of whether the candidate countries have to sign the Ottawa Convention before they become Members of the Union.

7. Nous rappelons que l'Afrique et l'UE sont traditionnellement des partenaires commerciaux importants et nous affirmons notre volonté de renforcer ce partenariat par l'élimination progressive des barrières commerciales entre nos deux régions, y compris des barrières non tarifaires, et par la stimulation de la coopération dans tous les domaines liés au commerce, sur la base des initiatives d'intégration régionale existant en Afrique et dans le prolongement des objectifs du traité d'Abuja en vue d'assurer la poursuite du développement du potentiel économique et industriel de l'Afrique.
7. We recall that Africa and the EU have traditionally been important trade partners and We affirm our commitment to strengthen this partnership by removing progressively barriers to trade between both sides, including non-tariff barriers, and enhancing co-operation in all trade related areas, building on regional integration initiatives existing within Africa and in line with the goals and objectives of the Abuja Treaty with a view to ensuring the further development of Africa´s economic and industrial potential.
