- 2 - As a result of the investigation, which covered the period from 1 January to 31 July 1987, it transpired that all these firms except Brother Industries .the two criteria for action under the new anti-dumping Regulation, namely: - they had begun their operations in the Community after the opening of the anti-dumping investigation, - they used a very high proportion of components ranging on average from 75% to 96% from the Japanese companies which were the subject of the original anti-dumping duty. Accordingly the Commission is proposing to the Council that anti- dumping duties should be imposed on the products manufactured by these firms, set at the following levels for each assembled part: - Canon Bretagne (France) 44.00 ECU - Kyushu Matsushita (UK) 40.94 ECU - Sharp (UK) 21.82 ECU - Silver Reed (UK) 56.14 ECU However, for Brothers industries UK the investigation snowed that on average less than 60% of the parts used came from Japan and therefore an anti-dumping duty could not be imposed.

The two companies individually concerned by the proceedings are Pelmec Thai Ltd and NMB Thai Ltd, both wholly owned subsidiaries of the Japanese company Minebea Co Ltd. The ball bearings under consideration are an intermediate product used in the assembly of consumer and capital goods or for replacement purposes.
