La coopération territoriale favorisera un développement équilibré du territoire.Se fondant sur l'expérience reconnue de l'initiative INTERREG III, la Commission propose de créer un nouvel objectif de coopération transfrontalière, transnationale et interrégionale qui bénéficierait de 4 % des crédits de la future politique régionale.Toutes les régions de niveau NUTS III situées le long des frontières internes et externes, terrestres et maritimes, pourront coopérer avec leur(s) voisine(s), notamment dans les domaines clés de l'agenda de Lisbonne et de Göteborg.La Commission souhaite créer deux nouveaux instruments juridiques de coopération : la "collectivité régionale transfrontalière" aux frontières internes ainsi qu'un "nouvel instrument de voisinage" aux frontières extérieures de l'Union.
Territorial cooperation will promote the balanced development of the territory.Based on the acknowledged experience of the INTERREG III Initiative, the Commission is proposing a new Objective for cross-border, transnational and interregional cooperation which will receive 4 % of the funding for the future regional policy.All the NUTS III regions on internal and external frontiers, whether on land or sea, will be able to cooperate with their neighbours, particularly on the key topics of the Lisbon and Göteborg agenda.The Commission wants to set up two new legal instruments for cooperation: the "cross-border regional collectivity" on internal frontiers and a "new neighbourhood instrument" on the Union's external frontiers.

Notes the importance of cooperation between EU NAVFOR and the other international missions operating in the area, notably the AMISOM land-based operation, and considers that good relations and close cooperation, including information-sharing, are the key towards ensuring a stable Somalia; recalls that EU-NAVFOR ATALANTA and NATO’s Operation Ocean Shield can only successfully deter and contain piracy if a comprehensive strategy is put in place in the Horn of Africa, and particularly in Somalia, to address the reasons that draw Somalis into piracy and criminal activity for income; notes that NATO’s current counter-piracy mission, Operation Ocean Shield, has had success with two shorter counter-piracy operations, dating from October 2008, to protect WFP shipping;

Considers that the negotiations will only be able to make headway on the basis of a reasonably shared criterion on the value of the respective concessions and points out, therefore, that there is a need for effective recognition of the principles of "less than full reciprocity" and "special and differential treatment", depending on the levels of development and sectoral competitiveness of the two regions and not in global or absolute terms that would be remote from the specific reality of each market;

5. est par conséquent persuadé que certaines initiatives commerciales, comme un accord possible sur le système paneuroméditerranéen du cumul des origines des marchandises entre Israël et l'Autorité palestinienne, ainsi qu'avec d'autres partenaires Euromed de la région, et la reconnaissance, par les deux parties, des accords commerciaux pertinents conclus avec l'Union européenne, pourront donner une impulsion positive à des développements commerciaux entre les deux parties, qui viendrait également soutenir le processus de paix en cours;
5. Is therefore convinced that certain commercial initiatives, such as a possible agreement on the Paneuromed system of cumulation of origin between Israel and the Palestinian Authority, as well as with other Euromed partners of the region, and the recognition by both parties of the relevant trade agreements with the European Union, may give the right impetus to the development of trade between the two sides which will have a positive impact on the current peace process;
