L’objectif général de cet accord commercial est d’améliorer le commerce et les investissements entre les deux régions, d’intégrer des chaînes de valeur* productives et d’aider les entreprises locales à se développer sur leur marché régional afin de faire face à la concurrence internationale.
The overall objective of the TA is to enhance trade and investment between the 2 regions, integrating productive value chains* and helping local businesses develop in their regional market to compete internationally.

Ce projet porte principalement sur la mise en place de petites infrastructures municipales dans les régions transfrontalières, afin de faciliter leur intégration avec les régions actuelles de l’Union européenne. Il comporte deux programmes concernant les infrastructures municipales comprenant un total de 50 millions d'euros d'incitations UE et 250 millions de prêts de la BEI.
The project concentrates on the implementation of small municipal infrastructure in border regions to promote integration with current EU regions: It consists of 2 Municipal Infrastructure programmes comprising a total of €50 million of EU incentives and €250 million of loans from the EIB.

Deux actions (37M€) cibleront les zones de transit du Niger afin d'accroître les possibilités d'emploi et les activités rémunératrices au bénéfice des migrants et des populations locales; Une action (6M€) visera à mettre en place une équipe commune d'enquête au Niger pour lutter contre les réseaux de trafic de migrants et de traite d'êtres humains; Une action régionale (5M€) permettra de renforcer les capacités des pays de la Communauté économique des États de l'Afrique de l'Ouest (CÉDÉAO) à lutter contre le crime organisé, les trafics et le terrorisme par la création ou le renforcement de la capacité à collecter, centraliser, gérer et partager les données de police; Une action (3M€) contribuera à protéger l'enfance migrante contre l'exploitation et la traite des êtres humains en Mauritanie; Une action (6M€) visera à renforcer l’engagement de la diaspora malienne en Europe pour développer l’économie malienne et en particulier les zones d'origine des migrants; Une action (10M€) permettra d'accompagner la mise en œuvre de l'accord de Paix au Nord du Mali; Huit actions (118M€) cibleront la région du lac Tchad et les zones affectées par la crise liée à Boko Haram pour contribuer à la résilience des populations vulnérables, en particulier les déplacées et les femmes, et à la prévention et la gestion des conflits; Deux actions (30M€) viseront à soutenir les populations les plus vulnérables et à contribuer à l'insertion socio-économique des femmes dans le Nord du Burkina Faso.
Two measures (EUR 37 million) will target the areas of transit in Niger in order to increase employment opportunities and income-generating activities for migrants and local populations. One measure (EUR 6 million) will be aimed at setting up a joint investigation team in Niger to combat networks engaged in smuggling migrants and human trafficking. A regional measure (EUR 5 million) will build on the capacities of the countries of the Economic Community of West African States (ECOWAS) in the fight against organised crime, trafficking and terrorism by creating or strengthening capacity to collect, pool, manage and share police data. One measure (EUR 3 million) will help to protect migrant children from exploitation and human trafficking in Mauritania. One measure (EUR 6 million) will be aimed at strengthening the commitment of the Malian diaspora in Europe to developing Mali's economy and in particular the areas of origin of migrants. One measure (EUR 10 million) will underpin the implementation of the Northern Mali Peace Agreement. Eight measures (EUR 118 million) will target the Lake Chad region and the areas affected by the crisis linked to Boko Haram in order to boost the resilience of vulnerable groups, in particular women and the displaced, and strengthen conflict prevention and management. Two measures (EUR 30 million) will be aimed at supporting the most vulnerable groups and contributing to the socio-economic integration of women in northern Burkina Faso.

46. insiste sur la nécessité d'une coordination structurée entre les autorités de gestion et les organismes de lutte contre la fraude et sur l'importance de la coordination et de l'échange des bonnes pratiques entre les États membres et entre les différentes administrations au sein du même État membre afin d'homogénéiser autant que possible la méthode relative à la lutte contre la fraude; invite la Commission à créer un mécanisme pour l'échange d'informations entre les autorités nationales compétentes, afin de permettre une comparaison croisée des pièces comptables concernant les transactions entre deux ou plusieurs États membres, en vue de contribuer à déceler toute fraude transnationale dans le contexte du nouveau CFP 2014-2020, en ce qui concerne la macro-catégorie des Fonds structurels et d'investissement européens (Fonds social européen – FSE, Fonds européen de développement régional – FEDER, Fonds de cohésion – FC, Fonds européen agricole pour le développement rural – Feader, Fonds européen pour les affaires maritimes et la pêche – FEAMP), afin de garantir une approche horizontale de la protection des intérêts financiers de l'Union européenne;
46. Stresses the need for structured coordination between management authorities and anti-fraud bodies, and the importance of coordination and exchange of best practices between Member States and among various administrations within the same Member State in order to homogenise, as much as possible, the approach to tackling fraud; invites the Commission to create a mechanism for the exchange of information between the national competent authorities, in order to allow a crossed comparison of the accounting records concerning the transactions among two or more Member States with a view to helping to detect any transnational fraud in the context of the new MFF 2014-2020, with regard to the macro-category of European Structural and Investments Funds (European Social Fund – ESF; European Regional Development Fund – ERDF; Cohesion Fund – CF; European Agricultural Fund for Rural Development – EAFRD; European Fund for Maritime Affairs and Fisheries – EMFF), in order to ensure a horizontal approach to protecting the financial interests of the European Union;

Takes note of the EU strategies for the Horn of Africa and the Sahel region; believes that the structural causes of the conflict in these regions need to be addressed in order to pave the way for a viable peaceful solution of the problems and give a better perspective for the population, which implies ensuring fair access to resources, sustainable development of the regions and a redistribution of wealth; calls for an evaluation of Union polices where considerable development aid and diplomatic resources are deployed to assess the impact on the population; calls also for closer association between the European Parliament, the Pan-African Parliament and regional parliamentary arrangements in order to ensure greater accountability for political and budgetary decisions vis-à-vis the citizens of both continents, and as a basis for measuring and evaluating progress in the implementation of policies; welcomes in particular the Council decision to extend the mandate of EUNAVFOR Atalanta (to include addressing the threat of piracy on shore) as a means of strengthening its comprehensive approach to addressing the specific threat of piracy as well as providing support for the longer-term development of the region;

45. réaffirme l'importance d'une coopération régionale sans exclusive dans les Balkans occidentaux et salue la participation active de la Serbie aux initiatives régionales et aux sommets bilatéraux qui favorisent les relations de bon voisinage, ainsi que son implication croissante dans l'action en faveur de la réconciliation dans la région; se réjouit de la visite officielle effectuée en Bosnie-Herzégovine par le président Tadić et de son soutien à l'intégrité territoriale et à la souveraineté du pays; demande au gouvernement serbe de s'assurer que ses relations directes avec les autorités de la Republika Srpska soient conformes avec ce soutien affiché et ne nuisent pas à l'intégrité, à la souveraineté, aux compétences ou au fonctionnement effectif de l'État de Bosnie-Herzégovine; en outre, invite instamment les autorités serbes à soutenir les réformes menées en Bosnie-Herzégovine pour renforcer et moderniser les institutions du pays avec, en perspective, les réformes liées à l'Union européenne; invite les deux gouvernements à organiser une réunion commune spéciale afin de parvenir à une meilleure coordination de leurs réformes liées à l'Union européenne; salue les initiatives des présidents Josipović et Tadić pour améliorer les relations politiques entre la Croatie et la Serbie et les progrès obtenus dans ce domaine; réaffirme que des relations bilatérales positives de ce type forment un socle adéquat pour résoudre les litiges frontaliers qui demeurent; souligne que les procès pour génocide intentés par chacun des deux pays l'un contre l'autre ne doivent pas entraver les progrès en la matière; encourage les autorités serbes à travailler en collaboration étroite avec les pays de l'ex-Yougoslavie et les autres États voisins sur la résolution de l'ensemble des problèmes en suspens relatifs à la succession juridique; invite à une coopération transfrontalière avec les États membres de l'Union frontaliers que sont la Bulgarie, la Hongrie et la Roumanie, y compri ...
45. Reiterates the importance of inclusive regional cooperation in the Western Balkans and welcomes Serbia's active participation in regional initiatives and bilateral meetings that promote good neighbourly relations, and its increasingly active role in fostering reconciliation in the region; welcomes the official visit by President Tadić to Bosnia and Herzegovina and his support for the territorial integrity and sovereignty of the country; calls on the Serbian Government to ensure that its direct relations with the authorities of the Republika Srpska are in line with this stated support and do not undermine the integrity, sovereignty, competences and effective functioning of the institutions of the state of Bosnia and Herzegovina; furthermore, urges the Serbian authorities to support reforms in BiH aimed at strengthening and streamlining the country's institutions with a view to EU-related reforms; calls on both governments to hold a special joint session in order to achieve better coordination in EU-related reforms; welcomes the initiatives and achievements with regard to improving political relations between Croatia and Serbia launched and brought about by Presidents Josipović and Tadić; reiterates that such positive bilateral relations are a good basis for resolving pending border issues and underlines that the lawsuits on genocide launched by the two countries against each other should not impede further progress in this regard; encourages the Serbian authorities to work closely with the countries of the former Yugoslavia and other neighbouring countries on the resolution of all outstanding problems of legal succession; encourages transborder cooperation with the neighbouring EU Member States Bulgaria, Hungary and Romania, including within the framework of the EU Strategy for the Danube Region;
