33. se félicite de ce que la Turquie ait signé et ratifié, le 24 novembre 2011, la convention du Conseil de l'Europe sur la prévention et la lutte contre la violence à l'égard des femmes et la violence domestique; prie instamment le gouvernement d'adopter une politique de tolérance zéro envers la violence faite aux femmes, à redoubler d'efforts en matière de prévention à tous les niveaux dans le cadre de la lutte contre les crimes d'honneur, la violence domestique et le phénomène des mariages forcés et des filles mariées, notamment en coopérant et en trouvant un large consensus avec les groupes de défense des droits des femmes, en modifiant la loi n° 4320 sur la protection de la famille afin d'assurer un champ d'application large indépendamment du statut matrimonial et de la nature des relations entre la victime et son agresseur, en prévoyant des recours juridiques et des mécanismes de protection efficaces, en surveillant étroitement la mise en œuvre de la loi n° 4320 par la police, en surveillant de manière effective le respect plein et entier, par les municipalités, de l'obligation d'ouvrir suffisamment de foyers d'accueil pour les femmes et les mineurs en danger, en engageant le personnel adéquat et en mettant en place un système d'assistance et de suivi pour les femmes et les mineurs qui quittent les foyers, afin de leur offrir un soutien psychologique, une assistance juridique et des soins de santé appropriés ainsi que la possibilité de se réinsérer dans la société sous les aspects social et économique; salue les efforts du ministère de la famille et de la politique sociale visant à augmenter le nombre et à améliorer la qualité desdits foyers ainsi que de sa décision d'autoriser les entités privées à ouvrir également des foyers, offrant ainsi des ressources supplémentaires aux femmes et aux mineurs en danger; se félicite de la publication récente de la circulaire n° 18 du Haut conseil de la magistrature, qui dispose que la mise en œuvre de mesures de protect ...
33. Welcomes Turkey's signing and ratification of the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence on 24 November 2011; urges the government to adopt a zero-tolerance policy towards violence against women and to continue to step up its preventive efforts at all levels in the fight against ‘honour killings’, domestic violence and the phenomenon of forced marriages and child brides, in particular by cooperating and reaching a broad consensus with women rights groups, by amending Law No 4320 on the Protection of the Family to ensure a broad scope of application regardless of marital status and the nature of the relationship between the victim and the aggressor, including effective legal remedies and protection mechanisms, by closely monitoring the implementation of Law No 4320 by the police, by effectively monitoring full compliance by municipalities with the obligation to provide sufficient shelters for women and minors in danger, by ensuring the security of shelters, employing adequate service personnel, and by putting in place a system of follow-up assistance for women and minors leaving the shelters, in order to provide them with appropriate psychological support, judicial assistance and health care and the capacity to reintegrate socially and economically into society; welcomes the efforts by the Ministry for Family and Social Policies to increase the number and quality of shelters and its decision to allow private entities also to open shelters as an additional resource for women and minors in danger; welcomes the recent Circular No18 of the High Council of Judges and Prosecutors, which stipulates that the implementation of protection measures in domestic violence cases will no longer be delayed until proceedings are completed; welcomes the efforts of the Government of Turkey to enhance cooperation on gender mainstreaming between State authorities;
