Has the Council considered the conclusions of the European Court of Justice handed down in its ruling of 20 September 2001 (following a case brought by a French student studying in Belgium who had been refused a minimum living allowance) which confirm that students living in a Member State other than their own are entitled to the same benefits as nationals of the host state and that the judgment was retroactive, and the immediate implications for all the Member States resulting from that judgment?
