Conformément à l’accord de coopération scientifique et technologique conclu entre le gouvernement des États-Unis d’Amérique et l’Union européenne, signé à Washington le 5 décembre 1997, tel qu’il a été étendu et modifié (par un échange de notes verbales entre le Conseil de l’Union européenne, en date du 15 mai 2009, et le gouvernement des États-Unis, département d’État, en date du 6 juillet 2009), ci-après dénommé "l’accord", un arrangement de mise en œuvre destiné à couvrir les activités de coopération dans le domaine pluridisciplinaire de la sécurité civile/intérieure est établi par la présente entre la Commission européenne (ci-après dénommée "la CE") et les États-Unis d’Amérique (ci-après dénommés "les États-Unis"), ci-après dénommés "les parties".
In accordance with the Agreement for Scientific and Technological Cooperation between the Government of the United States of America and the European Community, signed in Washington on 5 December 1997, as extended and amended (through an exchange of Notes Verbale between the Council of the EU, dated 15 May 2009 and the Government of the United States, Department of State, dated 6 July 2009), hereinafter referred to as "the Agreement", an Implementing Arrangement to cover cooperative activities in the interdisciplinary field of homeland/civil security research is hereby established between the European Commission (EC) and the United States of America (US), hereinafter referred to as "the Sides".

2. Les États-Unis n'exercent pas les droits pouvant découler d'accords dans le domaine des services aériens pour refuser, révoquer, suspendre ou limiter des autorisations ou des agréments d'un transporteur aérien de la Principauté de Liechtenstein, de la Confédération suisse ou d'un membre de l'EACE à la date de la signature du présent accord, ou d'un pays africain qui met en œuvre un accord «Ciel ouvert» conclu avec les États-Unis dans le domaine des services aériens à la date de la signature du présent accord, au motif que le contrôle effectif dudit transporteur est entre les mains d'un ou de plusieurs États membres, de ressortissants dudit ou desdits États membres, ou des deux à la fois.
2. The United States shall not exercise any available rights under air services arrangements to refuse, revoke, suspend or limit authorisations or permissions for any airline of the Principality of Liechtenstein, the Swiss Confederation, a member of the ECAA as of the date of signature of this Agreement, or any country in Africa that is implementing an Open-Skies air services agreement with the United States as of the date of signature of this Agreement, on the grounds that effective control of that airline is vested in a Member State or States, nationals of such a State or States, or both.

for airlines of the European Community and its Member States (hereinafter Community airlines), from points behind the Member States via the Member States and intermediate points to any point or points in the United States and beyond; for all-cargo service, between the United States and any point or points; and, for combination services, between any point or points in the United States and any point or points in any member of the European Common Aviation Area (hereinafter the ECAA) as of the date of signature of this Agreement;

5. Tout transporteur aérien assurant un service aérien international est libre de changer, en tout point, le type ou le nombre d'aéronefs qu'il utilise, à condition que: a) dans le cas des transporteurs des États-Unis, à l'exception des services tout-cargo, le transport fasse partie d'un service desservant les États-Unis; et b) dans le cas des transporteurs communautaires, à l'exception: i) des services tout-cargo; et ii) des services mixtes entre les États-Unis et un membre de l'EACE à la date de la signature du présent accord, le transport fasse partie d'un service desservant un État membre.
5. Any airline may perform international air transportation without any limitation as to change, at any point, in type or number of aircraft operated; provided that, (a) for US airlines, with the exception of all-cargo services, the transportation is part of a service that serves the United States, and (b) for Community airlines, with the exception of (i) all-cargo services and (ii) combination services between the United States and a member of the ECAA as of the date of signature of this Agreement, the transportation is part of a service that serves a Member State.

Selon M. Kinnock, des études scientifiques fiables montrent que l'utilisation d'obus à uranium appauvri n'a de conséquences ni sur la santé des populations ni sur l'environnement. Mr Kinnock has said that reputable scientific studies show that the use of depleted uranium shells poses no threat to human health or the environment, despite the fact that fresh evidence to the contrary appears with every passing day; one example is the document by the US Department of Defense of August 1993 which states that the expected consequences of exposure of human beings to depleted uranium dust is an increased incidence of lung and bone cancer.

Mais bien entendu, cet accord ne serait pas complet si les États-Unis n'y participaient pas et c'est pourquoi cette question est à l'ordre du jour du dialogue mené actuellement avec les États-Unis, dans le cadre de la préparation du sommet entre l'Union européenne et les États-Unis qui devrait se tenir avant la fin de la présidence. Je pense que ce sommet devrait certainement se tenir en juin, si ce n'est en avril, car la date n'a toujours pas été arrêtée.
But that agreement will not naturally be complete if the United States does not participate, and this issue is therefore one of the issues included in the current dialogue with the United States, with a view to the preparation of the summit between the European Union and the United States which is expected to take place before the end of the Presidency – certainly in June, if not in April, since the date is yet to be decided.
