Bien que, depuis 1999, on compte au nombre des régions frontalières éligibles celles ayant des frontières avec d'autres pays Phare, le programme ne couvrait toujours pas les frontières entre pays Phare et NÉI en dépit de la disparité croissante entre les niveaux de vie des régions frontalières occidentales et orientales de certains pays Phare (par exemple, la Hongrie, la Pologne et la Slovaquie).

B. considérant qu'il est crucial que les différentes initiatives de l'Union européenne pour la croissance et l'emploi ainsi que pour la protection de l'environnement et du climat adoptent une approche cohérente; que les initiatives phares de la stratégie Europe 2020 jouent un rôle essentiel dans le renforcement de la coordination au niveau local et régional en ce qui concerne la mise en œuvre de la politique de cohésion; que les dispositions relatives à la programmation et à l'établissement de rapports ne comportent pas de mécanisme explicite relatif à la contribution expresse des Fonds structurels et d'investissement européens (Fonds ESI) à la réalisation des objectifs des initiatives phares; que le réexamen de la stratégie Europe 2020 devra aborder la mise en œuvre des initiatives phares et réaliser un équilibre entre les mesures financières, fiscales et économiques d'une part, et les aspects sociaux, éducatifs, environnementaux et d'égalité (en particulier l'égalité des genres) de l'autre;
B. whereas it is crucial that different EU initiatives for growth and jobs, as well as environment and climate protection, maintain a coherent approach; whereas the Europe 2020 strategy flagship initiatives play a key role in enhancing coordination at local and regional level as regards the implementation of cohesion policy; whereas there is no explicit mechanism built into the programming or the reporting provisions that would explicitly target flagship initiatives in terms of the contribution of the European Structural and Investment Funds (ESI Funds) to their delivery; whereas the Europe 2020 strategy review will need to address the implementation of the flagship initiatives and aim for a balance between financial, fiscal and economic measures on the one hand and social, educational, environmental and equality (especially gender equality) aspects on the other;

By way of an example, unlike in the Mediterranean region the EU has not set up a separate fund for cooperation in the Baltic region, so that cross-border and inter-regional cooperation measures have hitherto been implemented in the form of separate projects (Phare-CBC, chiefly bilateral Interreg II programmes, Ecos/Ouverture projects under Phare, in particular support for inter-town cooperation allocated to local authorities only in the EU Member States under Recite and Pacte, North Sea and Baltic cooperation under Interreg II C).

18. Considers that the Tacis programme should facilitate significant investment in the same way as the Phare programme, as the significance of infrastructure projects is more marked in weakly developed regions; in order for resources to be used rationally and effectively in cross-border cooperation between the EU and third countries, it is necessary, inter alia, that the CBC sections of the Interreg II, Tacis and Phare programmes should be coordinated so as to ensure genuine project-centred cooperation and cooperation between citizens; Tacis-CBC should provide for multiannual projects to facilitate the consolidation of Interreg; considers it regrettable that Tacis programmes, in particular, are administered centrally in capitals; considers that adequate resources should be allocated to regional Tacis offices to enable the programmes which are carried out to take better account of aspects which are important to the regions; considers it important that the Commission should also have at its disposal adequate staff resources for the new duties relating to cross-border cooperation;

16. rappelle que, dans la région de la mer Baltique, il existe une longue tradition de coopération diversifiée alliant les actions transfrontalières et interrégionales; considère qu'il importe d'élaborer un programme unique pour la région de la mer Baltique, fondé sur les travaux déjà entrepris par le Conseil des États de la mer Baltique, grâce à la coordination des divers instruments (PHARE et TACIS, ainsi que leur volet relatif à la coopération transfrontalière, Interreg, coopération interrégionale); considère qu'il importe de développer la coopération régionale également dans les régions arctiques de l'Europe et de la renforcer dans la région de la mer de Barents, de manière à pouvoir intervenir avec suffisamment d'efficacité sur les problèmes environnementaux majeurs de la région (presqu'île de Kola) et à exploiter ses ressources naturelles abondantes de manière durable et profitable pour ses habitants;
16. Recalls that there is a long tradition of many-sided cooperation in the Baltic region, combining cross-border and inter-regional activities; considers it important that, by coordinating these instruments (Phare, Tacis, their CBC sections, Interreg, inter-regional cooperation), a single common Baltic programme, based on the work already initiated by the Council of the Baltic Sea States, should be adopted; considers it important also to develop regional cooperation in Europe's Arctic regions and to reinforce it in the Barents Sea region, so that the enormous environmental problems which exist in the region (Kola Peninsula) can be tackled effectively enough and the region's rich natural resources can be exploited in a sustainable manner and in such a way as to benefit the region's inhabitants;
