Transportation and Financing Authority: a) combien d’acres (ou d’hectares) de terres agricoles seront nécessaires pour les travaux d’expansion du port Roberts Bank et des accès ferroviaires déjà en cours ou à l’étude; b) lorsque l’expansion du port Roberts Bank, avec la construction du troisième poste de mouillage et du second terminal, sera terminée, projette-t-on d’utiliser les terres agricoles de la pointe Brunswick et, si c’est le cas, que compte-t-on faire à cet égard; c) les terres agricoles requises pour l’expansion du port Roberts Bank sont-elles actuellement désignées comme terres de la réserve de terres agricoles de la C.-B; d) l’Accord définitif Tsawwassen règle-t-il le problème de la protection des terres agricoles et, si c’est le cas, de quelle façon; e) les terres continueront-elles d’être désignées comme terres de la réserve de terres agricoles après la ratification de l’Entente définitive Tsawwassen et, si ce n’est pas le cas, pourquoi pas; f) l’Administration portuaire de Vancouver s’est-elle engagée à travailler conjointement avec la bande de Tsawwassen pour que les terres agricoles de la bande ne soient plus désignées comme terres de la réserve de terres agricoles et, si c’est le cas, pourquoi, et quelles autres mesures a-t-elle prises pour protéger les terres agricoles adjacentes à celles qu’occuperont le port Roberts Bank et ses accès ferroviaires et routiers après leur expansion; g) l’Administration portuaire ...
Question No. 63 Mr. John Cummins: With regard to the expansion of the Roberts Bank Port Facility to include a third berth and a second terminal as per the Tsawwassen Final Agreement and related Side-Agreements, the Memorandum of Agreement between the Tsawwassen Band and the Vancouver Port Authority, and the related Settlement Agreement between the Tsawwassen Band, Canada, British Columbia (B.C.), Vancouver Port Authority, B.C. Ferry Services, B.C. Rail Ltd and B.C. Transportation and Financing Authority: (a) how many acres (or hectares) of farm land will be used for Roberts Bank port and rail related developments now underway or under study; (b) with the completion of the Roberts Bank port expansion, including both the third berth and second terminal, what plans, if any, are there to use the Brunswick Point farmlands; (c) is the affected Roberts Bank farmland presently protected by the B.C. Agricultural Land Reserve designation; (d) does the Tsawwassen Final Agreement address the issue of farmland protection and if so, how; (e) will the farmland continue to be protected by the Agricultural Land Reserve designation following ratification of the Tsawwassen Final Agreement and, if not, why; (f) did the Vancouver Port Authority undertake to work jointly with the Tsawwassen Band to ensure the removal of the Agricultural Land Reserve designation from the farmland and, if so, why and what alternate measures did it put in place to protect farmland adjacent to the Roberts Bank port, rail and highway expansion; (g) did the Vancouver Port Authority agree to jointly develop with the Tsawwassen Band a container handling facility on the farmland protected by the B.C. Agricultural Land Reserve designation and, if so, why did the Vancouver Port Authority enter into such an agreement rather than develop container handling facilities further inland in a less environmentally sensitive area; (h) did the Vancouver Port Authority agree that the land would be leased at lease rates ...

The Commission has therefore decided to refer the investigation to the UK Competition Authority for further in depth analysis of the proposed transaction’s effects on a number of local UK markets concerning aggregates, asphalt and road surfacing services.

In reply to the honourable Member who asked how the structure of the charging system in the UK affects competition in the road haulage sector, perhaps I could add that at the moment British hauliers pay road-tolls or user charges – "vignettes" – when travelling in other countries such as France or Belgium, while at the same time they pay at home high vehicle taxes through which they contribute towards the infrastructure costs of the road network in Britain.

Considérant les dispositions des traités, et notamment celles garantissant un accès sans entrave au marché intérieur européen, compte tenu de la communication officielle du gouvernement britannique au Parlement, annonçant en date du 8 novembre 2000 l'introduction, sous la forme d'un péage dû par tous les transporteurs non britanniques, d'une taxe applicable à l'ensemble des transporteurs "étrangers" circulant sur le réseau routier britannique, sachant que le recours à un tel péage discriminatoire mettrait gravement en péril le marché intérieur et nuirait tout particulièrement à l'économie de l'Irlande, du fait que 70 % des exportations de ce pays à destination de l'UE et au delà empruntent le "pont terrestre" britannique, compte tenu, enfin, de la directive 1999/62/CE du 17 juin 1999 relative à la taxation des poids lourds pour l'utilisation de certaines infrastructures, la Commission voudrait-elle indiquer quelles mesures elle compte prendre en vue de conserver les libertés en vigueur dans le marché intérieur et de garantir le respect de la directive 1999/62/CE par le gouvernement britannique ?
Having regard to the Treaties and in particular the provisions guaranteeing unhindered access to the single European market, bearing in mind the British Government’s formal announcement, in a statement to Parliament on 8 November 2000, that it will introduce a tax on all ‘foreign’ road hauliers using British roads by means of a toll which all non-British hauliers will have to pay, given that a discriminatory toll on non-British road hauliers would severely damage the internal market and be particularly damaging for the economy of Ireland because 70 per cent of Irish exports in the rest of the EU and further afield use the British landbridge and having regard to Directive 1999/62/EC of 17 June 1999 on charges for use of certain infrastructures, would the Commission please outline what action it will take to maintain the freedoms of the internal market and ensure compliance with Directive 1999/62/EC by the British Government?
